Ringerike municipality invites tenderers to a tender contest for a framework agreement for the maintenance, upgrade and renovation of bridges.
The contract includes the maintenance of the municipality's bridges upon request and upgrades and total renovation/replacement of the municipality's bridges. The framework agreement can also be used for the construction of minor bridges if such a need occurs. Tenderers must be able to assist with consultancy, detailed engineering design services and execution.

Requirement: The tenderer shall have tax and VAT payments in order. Documentation requirement: Tax and VAT certificate (not older than 6 months). The Tax and VAT certificate can be ordered through Altinn. See: (https://www.altinn.no/no/Skjema-og-tjenester/Etater/Skatteetaten/Attestbestilling/) — Foreign tenderers shall submit certificates from authorities equivalent to the Norwegian authorities.

Requirement: Tenderers shall be a legally established company. Documentation requirement: Norwegian companies: Company Registration Certificate, Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.

A tenderer can use other companies' capacity, regardless of the legal character of the connection between them. If so, the tenderer should substantiate to the contracting authority that necessary resources are available, by presenting a commitment statement from these companies in accordance with Annex 6. This is in accordance with the public procurement regulations § 17-9, (2). A commitment statement shall only be enclosed if the company will rely on another company.

Økonomisk og finansiell stilling:

Requirement: Tenderers must have sufficient financial capacity to carry out the assignment/contract. Documentation requirement: Annual Financial Statements including the company's annual report and the auditor's report. If for valid reasons the tenderer is unable to submit the documentation as requested by the Contracting Authority, the tenderer may prove the economic and financial standing with any other document that the Contracting Authority is able to accept.

Teknisk og faglig kapasitet:

— The tenderer shall have good experience from equivalent contracts. Tenderers shall have experience with concrete work, iron work, woodwork, asphalt work and traffic safety. Documentation requirement: List of the most important deliveries or services performed during the past three years, including information about the value, time, and the name of the public or private recipient.

Requirement: The supplier shall have sufficient implementation ability and capacity. Documentation requirement: An account of the personnel, software, technical equipment etc. that the tenderer has at its disposal.

Requirement: Tenderers shall have, or be able to get, the necessary central certification for the work that shall be carried out, or in another way document that they can carry out the mentioned work by presenting a self-declaration. Documentation requirement: Relevant central certification in an adequate development class for the necessary disciplines, or documentation that states that the tenderer will get the necessary certification for the work that can be carried out.
