The Contracting Authority requests in this tender contest food articles covering the groceries area.
There are presently approx. 250 delivery addresses connected to the entities that actively procure institutional household products, and approx. 250 delivery addresses connected to the entities that actively procure break bulk products.
The contracting authority purchases products included in this tender for a total value of approx. 39 100 000 NOK per annum, excluding VAT.
In the contract period, the procurements cover all purchases within the product range covered by this contract and that are undertaken by the Contracting Authority with co-operating partners.
The Contracting Authority has based its specification of the products on the consumption from the last 6 months of 2015 and the first 6 months of 2016.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers shall be a legally established company:
—Company Registration Certificate (§ 17-10).
The tenderer shall be affiliated to a publicly certified apprenticeship scheme.
— Self-declaration on affiliation to a publicly certified apprenticeship scheme, which will apply for the implementation of the contract.
The tenderer's tax affairs shall be in order in relation to payment of tax and VAT.
—Tax Certificate for tax and VAT, not older than 6 months. The certificates can be obtained from the local tax collection office or the tax office. (§17-14). Use RF-1244.
—Norwegian tenderers who are not VAT obliged must provide confirmation of this from the Norwegian tax authorities. (§17-14). Use RF-1244.
— Foreign tenderers must submit certificates from authorities equivalent to the Norwegian authorities.
Tenderers must comply with the statutory HSE requirements.
— HSE self-declaration must be filled out (§17-15) see Appendix 5.
Økonomisk og finansiell stilling:
The tenderer must have the financial capacity to implement the assignment/contract.
—The company's most recent annual report, as well as recent information which is of relevance for the company's fiscal figures (§17-8).
—The company's annual financial statements or extracts thereof.
— Statement of the company's turnover for the last few years, with relevance to this contract.
The tenderer must be credit worthy.
— Credit assessment of the tenderer, not older than 6 months calculated from the deadline for receipt of tenders. The evaluation shall be based on the last known fiscal figures with an indication of how the credit rating has developed during the past 3 years. The assessment shall be issued by a company with a credit reporting license from the Norwegian Data Protection Authority, see www.datatilsynet.no The result of the credit rating must be given as a graded value (letters or numbers) on a defined scale.

Teknisk og faglig kapasitet:
Experience from equivalent assignments is required.
The company's most important deliveries over the last 3 years, including their value, time frame and recipient (§17-9).
Tenderers must have a well-functioning quality assurance system / quality management system.
— Statement of quality assurance system/ quality management system. If the company is certified, evidence of the certification must be attached.
The tenderer shall employ environmental management measures during the performance of the contract.
— The company's environmental status should be confirmed by completing the enclosed form. Environmental requirements for the company ( § 17-13, 2) see Annex 6.
Kontraktutførelse
Andre særlige vilkår:
The Contracting Authority requires that the tenderer's wages and working conditions are in accordance with generally applicable wage agreements or nationwide wage agreements for the appropriate area covered by the contract.
—The tenderer shall attach a declaration confirming that wages and working conditions are in accordance with the generally applicable collective agreements or national collective agreements, see appendix 4.
— In those cases where sub-providers/manufacturers with manufacturing sites in countries outside the EU/EEA are used, confirmation must be given that international concordance of work environment and employee's rights are met.
