As a nationwide property actor with a particularly differentiated building portfolio, the Norwegian Defence Estates Agency meets many problems in property projects connected to building waste.
We would like, through framework agreements, to cover the need for support services for building and construction projects where we do not have special competence.
The aim of the framework agreement is to ensure an environmental and socio-economic responsible handling of waste, as well as to prevent illegal disposal of waste from building and demolition activities.
Due to staff holidays, questions will not be answered before 20 July.

Tenderers shall be a legally registered company. Documentation requirement: Foreign tenderers must present documentation that confirms that the company is legally registered in its home country. It is not necessary for Norwegian tenderers to substantiate this requirement, except for presentation of tax and VAT certificates. C.f. information below.

Tenderers shall have their tax and duty payments in order. Documentation requirement: ‘Tax and VAT certificate’ (RF-1316). The certificate can be ordered via www.altinn.no The certificate must not be more than 6 months from the tender deadline. (only for Norwegian tenderers).

Økonomisk og finansiell stilling:
Tenderers shall have solid finances. Documentation requirement: Credit assessment of the tenderer, not older than 6 months calculated from the deadline for receipt of tenders. The rating shall be carried out by an independent actor that has a licence for this. The result of the credit rating must be given as a graded value (letters or numbers) on a defined scale. If the tenderer, in order to comply with the requirement, presents guarantees from other companies (e.g. the parent company), an equivalent credit rating must be submitted for that company. Furthermore, a legally binding confirmation must be enclosed from this company stating that they have joint and several liability under the contract. In addition: The last 3 financial statements, or excerpts thereof, containing key figures.

Either: Central certification. — Function: Engineering designers — Initiative type: Environmental clearance — Development class 3. Or: Confirmation that a declaration can be sent to the municipality where the company confirms that they will take on the legal and official legal liability for the work that they shall carry out of an equivalent complexity as the above mentioned central certification for engineering design services development class 3.
