Framework agreement for engineering design services

Oslo University HF (Oslo University Hospital)

The objective of the procurement is to secure Oslo University Hospital engineering design services from consulting engineers connected to the hospital's building functions. Specialist areas and services that will be included in the framework agreement are set out in the Performance Description in Annex 2. The purpose is to enter into framework agreement with 5 tenderers for each of the specialist areas A-C, for specialist areas D-E agreements will be entered into with a minimum of 3 tenderers.

Egnethet til å utøve yrkesvirksomheten:

Requirement 1:

New joint tax certificate for tax, VAT and employer contribution. The certificate is issued by Altinn, and must not be more than 6 months old.

Any arrears or other irregularities must be justified.

Foreign tenderers are to provide certificates from corresponding authorities in the countries where they are registered for tax.

Requirement 2:

HSE Declaration must be completed. The declaration shall not be issued more than 6 months before the tender deadline.

Requirement 3:

Company Registration Certificate, which is not issued more than 6 months before the tender deadline.

Foreign tenderers shall submit documentation proving that the company is registered in a professional register or business register as prescribed in legislation in the country where the tenderer is established.

Requirement 4:

Tenderers shall, in point 7 of the tender form, confirm that they are an ethically reliable business.

If the tenderer has in the last 5 years been convicted for corruption, fraud or money laundering, or is guilty of criminal offences concerning professional conduct, this must be accounted for in a separate attachment.

Økonomisk og finansiell stilling:

A. Tenderer shall provide a credit rating from an approved credit rating agency;

B. Tenderer shall deliver the Company's last 2 Annual Financial Statements, including notes and auditor report. N.B. that the accounts shall be delivered for the Company that submits the tender offer, with the same organisation number. When using a parent company guarantee (Annex 9), the accounts must be delivered for the parent company.

Minste nivå(er) av standarder:

The tenderer must have good economic and financial strength in relation to its operations in general and in relation to the character of this procurement.

Teknisk og faglig kapasitet:

Requirement 6: Certificate for the company's quality system/management system issued by independent bodies that confirms that the tenderer fulfils certain quality assurance standards, for example NS-EN 9001:2008.

— The contracting authority will also accept other documentation as proof that the service provider has equivalent quality assurance measures. As a minimum, a general description of the system's content, including an overview of inspection plans and check-lists that are relevant for this contract, must be submitted.

Requirement 7:

Tenderers in all disciplines shall give the names and title of permanent employees as resource persons who shall perform assistance in the disciplines:

— Sub-contract A: RIB (5 persons), RIBR (2 persons), RIG (1 person);

— Sub-contract B: RIV (5 persons), RIVA (1 person);

— Sub-contract C: RIE (5 persons), ITB (1 person);

— Sub-contract D: RIAK (3 persons);

— Sub-contract E: SHA (KP 2 persons and og KU 2 persons);

— For RIB, RIV and RIE at least 2 of the resource persons must have 10 years experience or more;

— For RIBR, RIAK and SHA at least 1 of the resource persons must have a minimum of 10 years experience or more.

Name, title and completed CV template.

Requirement 8:

A copy of central certification or documentation demonstrating that requirements to enterprise classification that are given in The Performance Description in Annex 2 are fulfilled.

Requirement 9: Concerns Only sub-contract A, B and C.

The tenderer must complete Annex 12 — Reference Form, regarding the 3 most important relevant contracts in the last 3 years, including their scope number of hours, value, time frame and the contracting authority or recipient. There must also be an overview over contact person for each delivery as well as the contact person's telephone number and e-mail address.

N.B: This is not the same as references in the CV template, but concerns the tenderer's organisation.

Requirement 10:

Tenderer shall use Annex 10 which states that personnel that shall be used can communicate in Scandinavian.
