The scope and purpose of the procurement:
The competition concerns a framework agreement for the delivery of electrician services and materials. The tenderer shall provide materials for all assignments that are to be carried out by the tenderer, unless the Contracting Authority requires otherwise. The contracting authority also has framework agreements for other disciplines. Assignments can be transferred to other framework agreement suppliers if relevant for the contracting authority.
The contract value is estimated to: 10 000 000 NOK excluding VAT per annum. The volume is only an estimate and must therefore be considered a suggestion and is non-binding.
The contracting authority shall enter into a framework agreement with 1 (one) provider.

Tax and VAT certificates (statutory):

The tenderer shall have their tax and VAT payments in order. Documentation requirement: A certificate showing paid VAT, taxes and social security contributions. The certificate shall be issued by the competent authority in the country where the tenderer is established, and it shall confirm that the tenderer has fulfilled his VAT, tax and social security contributions obligations in the country where the tenderer/contractor is established (in Norway there is a joint certificate for tax and VAT that can be ordered from: altinn.no previously RF-1244) in accordance with the legislation in the country. The certificate must not be more than 6 months from the deadline for receipt of tenders.

The tenderer shall be registered in the Electrical Enterprise Register to DSB (The Norwegian Directorate for Civil Protection) for the following:

— Installation and maintenance of electrical systems belonging to others.

Other documentation from DSB can also be presented, which verifies that the tenderer has permission to conduct electrical works in Norway.

The tenderer shall have E-communication Authorisation (ENA), in accordance with: http://www.nkom.no/teknisk/ekomnett/installasjon-og-autorisasjon/autorisasjon

The tenderer shall be registered at the following site at the Norwegian Communications Authority (Nkom): http://www.nkom.no/npt/autosys/no_inENA.htm

Other documentation from the Norwegian Communications Authority (Nkom) can also be presented, which verifies that the tenderer has an E-communication Network Authorisation (ENA).
