Statens kartverk [The Norwegian Mapping Authority]

The Government aims for as many as possible municipal area plans to be digitalised and made available, and that all municipalities have a place in the digital planning register. The objective is to achieve simpler and more cost-effective case processing systems and operations in the municipalities, better service and availability of the plan data for all users, simply further use and integration in the user solution, etc. The Norwegian Mapping Authority has an assignment to assist the municipalities, and therefore funds over the 2016 state budget have been granted to achieve expedited establishment and raising of quality of the digital plan register. The municipalities do not have the capacity to do all of the digitalisation work themselves and the purchase of services is necessary. To rationalise the work with ordering of assignments, The Norwegian Mapping Authority shall enter into framework agreement with 3 tenderers.

The tenderer shall have settled conditions in relation to payment of taxes and VAT.
Documentation requirement:

— Foreign tenderers must submit certificates from authorities equivalent to the Norwegian authorities.
The tenderer must be a legally established company.
— Norwegian companies: Company Registration Certificate.
— Foreign companies: Proof that the company is registered in a trade index or business register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
Documentation requirement:
— A credit evaluation/rating from a publicly certified credit rating institution, not older than 6 months, shall be enclosed with the tender.
If for valid reasons the tenderers are unable to submit the documentation as requested by the Contracting Authority, the tenderers may prove their economic and financial standing with any other documents that the Contracting Authority is able to accept.

Minste nivå(er) av standarder: Tenderers must have the financial capacity to implement the assignment/contract.
Teknisk og faglig kapasitet:
1) Documentation requirement:
Tenderers shall enclose a list of the most important relevant deliveries and services performed during the past 3 years, including information about the value, time and the name of the public or private recipients. If the services were for public contracting authorities, this should be documented by certificates issued or confirmed by the authority concerned. If the services were for private contracting authorities, certificates should be issued or confirmed by these. In the absence of this, a declaration from the tenderer will be accepted.

2) Documentation requirement:
A description of the tenderer's technical personnel or technical units the tenderer has at their disposal to fulfil the contract, regardless of whether they belong to the company or not.
3) Documentation requirement:
Information about education and professional qualifications at the tenderer and the company's administrative management, particularly for the person(s) responsible for providing the service.
4) Documentation requirement:
Statement of the tenderer's quality assurance system/quality management system.
Alternatively copies of the system certificate issued by accredited certification organisations or equivalent documentation can be submitted.

1) The tenderer shall have good experience from equivalent assignments.
2) The tenderer shall have a very good implementation ability/capacity.
3) The manpower for this assignment shall have the necessary expertise to execute the assignment.
2) A good and well functioning quality management system is required for the services that will be delivered.
