The tenderer shall have settled conditions in relation to payment of taxes and VAT.
— Foreign tenderers must submit certificates from authorities equivalent to the Norwegian authorities.

Teknisk og faglig kapasitet:
1) Documentation requirement:
Tenderers shall enclose a list of the most important relevant deliveries and services performed during the past 3 years, including information about the value, time and the name of the public or private recipients. If the services were for public contracting authorities, this should be documented by certificates issued or confirmed by the authority concerned. If the services were for private contracting authorities, certificates should be issued or confirmed by these. In the absence of this, a declaration from the tenderer will be accepted.

Statement of the tenderer's quality assurance system/quality management system.

1) The tenderer shall have good experience from equivalent assignments.
2) The tenderer shall have a very good implementation ability/capacity.
3) The manpower for this assignment shall have the necessary expertise to execute the assignment.
