— Consulting engineer HVAC
— Consulting Engineer, Electro
— Consulting Engineer, Building (Civil)
— Consulting Engineer, Fire
— Consulting Engineer, Energy and Environment
— Consulting Engineer, Climatic Buffer If the discipline is part of 1 of the other specialist areas, this should be stated and documented by CV and experience on an equal footing with the other disciplines.
A tenderer can be awarded several disciplines. There will regardless only be 1 supplier per discipline.

Egnethet til å utøve yrkesvirksomheten:

The tenderer shall have his tax and VAT payments in order.

Certificate for paid VAT issued by the tax authority (shall not be more than 6 months from the deadline for receipt of tenders).

The tenderer shall be a legally established company.

Company Registration Certificate (Norwegian tenderers). The Company Registration Certificate shall show the board's composition at the time of the tender offer.

Registration certificates from professional registers as determined by legislation in the country in which the tenderer is established (other tenderers).

The tenderer shall have a functioning HSE system.

Self-declaration on health, environment and safety (HSE self-declaration) is to be filled out.

Økonomisk og finansiell stilling:

The tenderer must have the financial capacity to carry out the assignment/contract.

The company's most recent Annual Report, with annual financial statements and auditor's report, including new information of relevance to the company's fiscal figures.

Credit rating from a certified credit rating institution (shall not be more than 3 old).

Teknisk og faglig kapasitet:

The tenderer must have sufficient professional qualifications to be able to carry out the assignments.

Description and documentation of the company's professional qualifications and competence in accordance with technical installations in point 1.5).

The tenderer shall have good experience from equivalent assignments. Experience is required with office buildings over 15 000 square metres, both modern and heritage listed buildings.

Enclose a list of similar and relevant deliveries during the last 3 years, including information about:

— Name of customer

— Date of implementation

— Services provided

— Scope of the deliveries

At least one of the deliveries shall have been in a heritage listed building.

The supplier shall have good capacity.

A short report of the company's:

— Overview of the company's total manpower relevant to this agreement (per offered discipline). The tenderer must confirm that he has at least the following:

o For Building, electrical and HVAC:

Min. 2 senior consultants and 8 consultants per discipline specified per service area.

o For fire:

Min. 2 senior consultants and 2 consultants.

o For energy and environment and climate buffer:

Min. two senior consultants per discipline specified per service area.

— Engineering draftsman that has experience with BIM.

— The consultants shall as a minimum have engineering education or equivalent.

— Company organisation chart.

The tenderer shall have an overall quality assurance system that will be used for the fulfilment of this contract.

A general account of the quality assurance system that the supplier will use to ensure the delivery and quality of the assignment during the framework agreement. The list of contents for the quality assurance system shall be enclosed.

Audit date, last audit shall be provided.

The QA system must have been audited in the last 2 years.

A brief description shall be given of how the QA system is audited and how staff training is executed on the QA system.

Requirement for a binding statement:

If the tenderer wishes to rely on the capacity of other companies, the tenderer must demonstrate to the Contracting Authority that it will have the necessary resources available, by presenting a commitment statement from these companies.

All documentation requested in chapter 3, Qualification Requirement, is also valid for any sub-contractors.

The Central Bank of Norway accepts only 1 chain of sub-providers.
