Klepp kommune (Klepp municipality)

Klepp kommune (the tenderer) shall enter into framework agreement for 2 years with an option on extension of 1 year + 1 year, for consulting engineer services in municipal engineering. The tenderer shall deliver engineer and landscape architect services for planning, engineering design, preparation and collection of offer, depending on a third party control and responsible applicant in the areas of municipal engineering installations, dams, water systems, parks and outdoor areas. The tenderer should be able to participate in this entire process from idea development to complaints. On assignment from the Developer, the tenderer shall conduct dialogue with the general authorities. The tenderer should staff the assignment with the personnel resources that are necessary to execute the assignment by the agreed time, quality and cost.

Beskrivelse av opsjoner:
Framework agreement for two (2) years from 1.1.2017 to 31.1.2019. The Contracting Authority has an option to extend the contract for a further 1 year + 1 year in accordance with the terms named in the contract.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirements set so that the tenderer can participate in the competition are given in chapter 3 of the tender document.
The tenderer shall be a legally established company.
Documentation Requirement: Norwegian companies: Company Registration Certificate.
Foreign tenderers: Equivalent certificates as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers shall have their tax and VAT payments in order.
Documentation Requirement: The certificate must not be more than 6 months old. Regulation § 8-7. A certificate for paid duties issued either by the local Tax Office or the Tax Collection Office where the tenderer's head office is located.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities. The tenderer shall have sufficient economic implementation ability to execute the assignment/contract. Good solidity is required.
Documentation Requirement: The tenderer shall submit a credit rating from an approved credit rating company, which shows that the tenderer is credit worthy. The credit rating shall not be older than 6 months from the deadline for receipt of tenders.
Teknisk og faglig kapasitet:
The business shall have central approval classification 3, in accordance with the Planning and Building Act, within the following areas:
— Responsible Designers PRO;
— Responsible for controlling of the engineering design KPR;
— Responsible for controlling of the execution of KUT;
— Responsible applicant SØK.
The tenderer shall deliver engineer and landscape architect services for planning, engineering design, preparation and collection of offer, depending on a third party control and responsible applicant in the areas of municipal engineering installations, dams, water systems, parks and outdoor areas.

The Contractor shall approve site consultants /sub-consultants.
The engineering design assignment shall be executed according to the applicable laws and regulations and municipal engineering standards.
At the start up of each project, an estimation shall be made of the expected Hourly consumption and progress plan in collaboration with the Contracting Authority.
Ahead of the detailed planning, a draft proposal shall be prepared for approval by the Contracting Authority.
The tender offer shall be prepared in accordance with NS 3420.
Tender description should be prepared in GPROG or FOCUS tender offer.
Tender invitation and competitions shall be carried out according to the law on public procurements of 16.7.1999, number 69 (PPR) and associated regulations.
AOM shall be delivered in accordance with the Contracting Authority's order.
The material that is prepared for the Contracting Authority, is the Contracting Authority's property with the right to free use of this material. The Contracting Authority has to right to obtain copies of paper-based, pdf and electronically editable files, for example sosi, dwg, dxf, when they ask for this. All of the materials shall be prepared in Norwegian.

At the request of the Contracting Authority, tenderers should use drawing and document hotel.
Personnel who work on projects for the Contracting Authority should be able to participate in site inspections and meetings at the construction site within an hour.
Personnel who work with the same project should be located in the same office to ensure continuity and rational processes. Deviations with special competence needs should be approved by the Contracting Authority.
As part of every job, consultants should map the risks in accordance with § 8 in The Builder Regulation. The list in §8 is not exhaustive, but should be supplemented and adapted to the individual projects.
Kontraktutførelse
Innskudd og garantier som kreves:
Binding agreements are completed when the agreement documents are signed by both parties. The contract consists of:
— Tender documentation with annex;
— The tenderer's offer;
— Any meeting minutes.
In accordance with NS8401 point 13.2: Correction of engineering design errors. The Contracting Authority may require that the designer corrects engineering design errors at his own expense and risk. This is changed to: The Contracting Authority will require that the designer correct engineering design errors at his own expense and risk. Tender and engineering design errors are the tenderer's responsibility and shall not be charged to the Contracting Authority.
