Framework agreement for consultant engineering services technical disciplines — building and fire

The procurement cooperation for Hadeland invites tenderers to an open tender contest for framework agreements for consultant engineering services within technical disciplines, including construction techniques (RIB) and fire (RIBR).
Assignments under the framework agreement can include services as stated in ‘Consultant and Engineering Design Services’, published by RIF — the Organisation for Consultants. The framework agreements shall also include independent inspections within the relevant discipline.
The framework agreements shall apply for Gran, Lunner and Jevnaker municipalities. The framework agreement shall be valid for 2 years with an option for an extension for 1 year at a time to a total length of maximum 4 years.
Consultancy and engineering design services for major projects, or projects where there will be a need for special capacity/competence/experience, or where indicated by other relevant conditions, can be announced separately. The contracting authority shall have the right, but an obligation, to announce separate competitions in such cases.

The tenderer must be a legally established company.
— Norwegian companies: Company Registration Certificate;
— Foreign companies: Proof that the company is registered in a trade index or business register as prescribed by the law of the country where the tenderer is established.

Økonomisk og finansiell stilling:
— Annual financial statements for the last 3 years including the board's annual report and the auditor's statement. If for valid reasons a tenderer is unable to submit the documentation requested by the Contracting Authority, the tenderer may prove his economic and financial standing with any other document that the Contracting Authority is able to accept.

Teknisk og faglig kapasitet:
1. List of the most important recent deliveries, including information on their value, date, the name of the public and/or private recipients, the size of the projects, what concrete work tasks were carried out in the different assignments etc.
2. Overview of the company's total workforce.
o The overview must document that the tenderer at a minimum has 3 qualified consultants who can carry out assignments under the framework agreement;
o A commitment statement must be enclosed from any sub-suppliers.
3. Statement regarding the tenderer's quality assurance system/ quality management system.
Minste nivå(er) av standarder:
1. Tenderers shall have experience with engineering design services for nursing homes, sheltered accommodation flats, schools and nurseries.
2. Tenderers shall have satisfactory capacity and competence to carry out the assignment.
3. A good and well-functioning quality assurance system is required for the services that will be provided.
