Framework agreement for consultancy services for external quality assurance for major investment projects

The aim of the procurement is primarily to have access to consultants who can undertake external quality assurance of projects in accordance with the investment process (QA1 of the concept choice review and QA2 of the management document and preliminary project).
In addition to the above assignments, the municipality needs assistance with external quality assurance of other parts of projects. This can be quality assurance in the implementation phase, or connected to specific parts of the projects' documents and deliveries, as well as a separate role as external quality assurer for the contracting authority's follow-up of the project.

— Very good experience is required from similar assignments for at least 3 of 5 categories as stated in the contract annex 1 point 1.
Documentation:
— List of and a short description of the most important deliveries or services performed during the past 3 years, including information about the value, date, and the name of the public or private recipients.
— A very good ability to deliver is required.
—An overview with a diagram of the resources that the tenderer can use for fulfilment of the contract, whether they belong to the company or to sub-suppliers.
