Framework agreement for consultancy services for bridge inspections

The Contracting Authority would like tenders for the provision of consultancy services for
bridge inspections. The aim of the inspections is to ensure a good uniform standard for
constructions on the national and county road network with regard to safety, functionality
and future operations and maintenance. The service shall be carried out in the period 2017 to
2018. The Contracting authority has an option to extend the contract for 1 + 1 year, so that the total
possible contract length is 4 years.
The tender is for bridge inspections divided between 3 separate contracts as follows:
— Sub-assignment A: Inspections for approving concrete bridges;
— Sub-assignment B: Inspections for approving steel and truss work bridges;
— Sub-assignment C: Inspections for approving wooden bridges.
The inspection consultant shall carry out inspections with regard to technical sub-approval and/or approval of construction plans, see chapter D2 Description of the assignment.
We would like to enter into a contract with a maximum of 8 consultants for inspecting concrete bridges, a maximum of 4 consultants for inspecting steel and truss work bridges and 2 consultants for inspecting wooden bridges.

Egnethet til å utøve yrkesvirksomheten:

The company's tax affairs must be in order in relation to payment of tax and duties.

Tenderers shall enclose a tax and VAT certificate.

The certificate must not be older than 6 months from the tender deadline. Foreign companies: In the case of foreign service providers, certificates shall be presented which document the fact that the tenderer has met it's obligations concerning the payment of tax and duties.

Økonomisk og finansiell stilling:

Tenderers shall enclose the Annual Financial Statements for the last three accounting years, including the Boards Annual Report, profit and loss statement, balance sheets, notes and the auditor's reports.

The contracting authority reserves the right to obtain a credit rating of tenderers from the company Experian, if this is deemed necessary to provide further details/supplement the received information. This can be particularly relevant for newly established companies.

Minste nivå(er) av standarder: Tenderers must have sufficient financial capacity to fulfil the contract.
Teknisk og faglig kapasitet:

Tenderers shall have carried out assignments of an equivalent nature and degree of difficulty.

Tenderers shall enclose a list of the most important relevant deliveries and services performed from engineering design services and inspections, including information on the point in time, a brief description of the assignment, as well as the name of the public or private recipients.

Tenderers must refer to reference projects that cover different types of constructions within each sub-assignment.

The reference projects shall not be older than 5 years.

Information from the following number of projects shall be provided for the different framework agreements:

— Concrete bridges reinforced/prestressed — sub-assignment A: 8 reference assignments;

— Steel and truss work bridges — sub-assignment B: 5 reference assignments;

— Wooden bridges — sub-assignment C: 3 reference assignments.

Tenderers who are newly established companies and who cannot present references shall give an account of the company formation and the employees' competence. Planned organisation for the assignment and CV s for the key personnel in the project organisation are extremely important. This also applies for companies that merge or are acquired by another company during the tendering process.

Tenderers shall have a well-functioning quality system suited to the content of the contract.

A certificate shall be enclosed for the company's quality system/management system issued by an independent body that confirms the tenderer fulfils certain quality assurance standards, for example ISO 9001:2002.

The contracting authority will also accept other documentation that shows that the tenderer has equivalent quality assurance measures. The minimum is a general description of the contents of the system relevant for this contract.

Tenderers shall have sufficient capacity and implementation ability.

It is important for the contracting authority that the tenderer has the possibility to take on its share of assignments that are offered in the contract period.

Tenderers shall account for how sufficient capacity and availability will be ensured for the assignments that are offered throughout the framework agreements, including information on the number of own employees, hired persons etc. and the annual capacity at the tenderer.
