Vefsn municipality invites all tenderers to participate in a competition for the procurement:
‘Framework agreement for consultancy services for investment and maintenance projects in Vefsn municipality.’
Vefsn municipality, c/o Technical Operations and Buildings and Property, hereafter called the contracting authority, is holding an open tender contest with the aim of establishing parallel framework agreements for technical consultancy services within the area:
— Consultancy,
— Engineering design,
— Third party inspections,
— Preparation of tender documentation and possibly carrying out procurement processes,
— Project, engineering design and construction management, as well as engineering design administration.
The framework agreement shall apply for future maintenance projects and minor investment projects within:
— Project management (PL),
— Engineering design management (PGL),
— Construction management (BL),
— Building techniques/building and construction (RiB),
— Electrical engineer (RiE),
— Heating, ventilation and sanitation engineer (RiV),
— Municipal engineering (VVA),
— Valuation,
— Geotechniques/geology (RiG),
— Risk, safety and fire (RiBr),
— Architect (RiA).
The number of projects and the extent in the contract period will always depend on the current finance plan. The contract will be for 2 years with an option for a unilateral extension (prolongation) for the contracting authority for 1+1 year.
The contracting authority has several types of building and construction projects that comprise everything from minor alterations and extensions of existing buildings to major new buildings such as schools and residential and activity centres. The need for consultancy engineering design services within the different disciplines can vary considerably during the contract period. In addition to the adopted finance plan, the extent will depend on factors such as the choice of contract form, political approval of cost estimates/reviews, the municipality's areas of priorities and that all the necessary approvals are in place.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

The tenderer shall be a legally established company: A company registration certificate/confirmation of registration in the Register of Business Enterprises in Brønnøysund shall be presented. The certificate shall not be older than 6 months calculated from the tender deadline.

The tenderer shall have tax and VAT payments in order. A certificate for tax and VAT, not older than 6 months is to be enclosed. The certificate can be ordered in Altinn (Form RF-1316). Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

Tenderers must have a functioning HSE system: A HSE self-declaration is to be enclosed (see annex 14 of the tender documentation).

Økonomisk og finansiell stilling:

Tenderers must have the financial capacity to implement the assignment/contract. This can be documented by enclosing either: a) A credit evaluation/rating not older than 1 year, based on the last known fiscal figures. The rating shall be carried out by an officially certified credit rating institution; or b) The last annual accounts including the board's annual report and the auditor's report. If for valid reasons the tenderer is unable to submit the documentation as requested by the Contracting Authority, the tenderer may prove the economic and financial standing with any other document that the Contracting Authority is able to accept.

Teknisk og faglig kapasitet:

Education and experience: The consultant/senior consultant must, as a minimum, have engineering education and at least 2/10 years relevant work experience within the discipline. CVs must be enclosed.

Tenderers shall have experience and competence from at least 5 relevant assignments for the provision of consultant engineering services within each of the offered disciplines. As documentation, tenderers shall enclose a list of the most important relevant assignments within each offered discipline for the last 3 years, including information on the value, date and recipient (name of the customer). Based on these list(s), tenderers shall state the name and e-mail address of contact persons at the 2 most relevant references for each discipline included in the tender. The references will only be contacted if required.
