Oslo municipality, the Municipal Undertaking for Social Housing, henceforth also referred to as the Contracting Authority, has a continuous requirement for construction management for several investment projects related to our buildings. The Contracting Authority has the permanent basic staffing of own employed project managers and project developers. The Contracting Authority also hires project managers in order to achieve a flexible staffing. External construction management services are also required.

Egnethet til å utøve yrkesvirksomheten:
— The tenderer shall be a legally established company.
— Norwegian companies: Company registration certificate.
— Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
— The tenderer must have the financial capacity to carry out the assignment/contract.
— Credit evaluation/rating, not older than six months, and which is based on the last known accounting figures.
The Contracting Authority reserves the right to obtain further credit ratings or other financial information (Annual Financial Statements including notes, the board's annual reports and the auditor's reports, as well as recent information of relevance for the company's fiscal figures).

Teknisk og faglig kapasitet:
— Good experience from equivalent assignments/deliveries is required. This means assignments of corresponding nature, complexity, degree of difficulty and scope.
Overview of the tenderer's principal, relevant contracts in the last 5 years, including information of:
— Contracting Authority (name, telephone number and email address)
— Type of project
— Contract form (framework agreement/single procurement)
— The projects' contract form
— The tenderer's function in the reference project
— The value of the project
— Date and time of the project (from — until)
Annex 12 is asked to be completed A separate form containing information required in all of the above listed points, can also be submitted. Note that this applies to the company's experience. The Contracting Authority reserves the right to contact the the stated references.

— Sufficient capacity and suitable HR for the implementation of the contract.
— An overview shall be given of the tenderer's total manpower, and a statement confirming that the tenderer has sufficient capacity and suitable competence for the implementation of the assignment.
CVs shall not be submitted.
— The tenderer is required to have a well-functioning quality assurance system.
— Certificate of the company's quality system/management system issued by independent bodies that confirms the tenderer fulfils certain quality assurance standards, for example ISO certification. The Contracting Authority will also accept other documentation which shows that the tenderer has equivalent quality assurance measures.

The Municipal Undertaking for Social Housing wishes to enter into a framework agreement for construction management services.
The Municipal Undertaking for Social Housing's investment projects are conducted by two divisions in the property department in the Municipal Undertaking for Social Housing, and mainly comprise:
Ordinary renovation projects/periodic maintenance, e.g. renovation of facades, roofs, wet rooms, pipe trunks, stairways, etc.
— Total renovation projects/total reconstruction of the existing buildings.
— Some new buildings.
— The contract also includes several smaller projects, e.g. restoration of stairways, replacement of doors, restoration of flats, etc.
Municipal Undertaking for Social Housing investment projects are in accordance with the principle for implementation processes for purpose-built buildings in Oslo municipality. This investment process includes a process with several quality assurances of the project before the project is finally decided and implemented (KS1/KS2).

— implementation and project management until the project is handed over.

— safeguard the builder's function, e.g. HSE/HSW requirement in accordance with the Builder Regulations.

Particular focus on invoice control and invoice follow-up is required Deadlines shall be held due to ensuring the contracting authority's requirement for VAT compensation.
