UDI needs to connect with a tenderer who can deliver audit and auditing services in the following service areas:
— Contract audit;
— Internal controls;
— Investigating/review of possible irregularities;
— Internal audit;
— IT audit.

The combined value of the procurement and framework agreement during the agreement period of 4 years is estimated to be between 4 000 000 NOK and 8 000 000 NOK excluding VAT. The duration of the framework agreement is 2 years with an option on extension of the agreement for a further 1 year + 1 year, so that the framework agreement's maximum duration is 4 years altogether.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

(1) Requirement: Tenderers shall have their tax, employers contribution and VAT payments in order. Documentation requirement: A tax and VAT certificate shall be enclosed. The certificate shall not be older than 6 months from the tender deadline. The certificate can be obtained electronically from Altinn. For further information, see Skatteetaten.no

(2) Requirement: The tenderer shall be a legally established company. Documentation requirement: Copy of Company Registration Certificate.

Økonomisk og finansiell stilling:

Requirement: Tenderers shall have assessed as having good credit worthiness. Documentation Requirement: The requirement shall be documented with a solidity assessment/credit rating from a publicly certified credit rating company. The rating must provide information on credit worthiness, i.e. Bisnode rating ‘A’/‘Approved’ or ‘Good Credit Worthiness’ or equivalent from another recognised credit rating company. The credit rating must contain key figures from the company's last financial year. The credit rating must not be older than 6 months from the tender deadline. Tenderers with a rating that is worse than ‘A’/‘Approved’/‘Good Credit Worthiness’ will be rejected.

Teknisk og faglig kapasitet:

(1) Requirement: The tenderer shall have good experience in order to carry out the delivery. Experience is required from equivalent service areas of the public sector. Documentation Requirement: The tenderer shall document the company's experience from relevant deliveries/contracts with equivalent scope and complexity in the last three (3) years, with a description from a minimum of five (5) contract that combined cover the 5 service areas. The following information from equivalent contracts shall be presented: — The contracting authority and a contact person with a name, telephone number and email address — Duration of the assignment/contract — The size/value of the assignment/contract — Brief description of the assignment. The Contracting Authority shall have the possibility to contact the contracting authority/contact person as needed for clarification of the assignment's relevance and to verify executed assignments.

(2) Requirement: A good and well functioning quality assurance system is required for the services that shall be delivered. Documentation Requirement: Copy of system certificate issued by accredited certification bodies or equivalent documentation or report regarding the delivery‘s quality assurance system/quality management system.
