To ensure effective progress and the best possible solutions, Norges Bank wants to use technical experts who have top competence and broad experience in these areas.In connection with the coming competitive tender, a specification phase shall be carried out 1st, thereafter a negotiation/dialogue phase in order to realise the new operations platform through an establishment project. Resources that are call-offs from this framework agreement will be able to participate in all of the phases. Furthermore, the architecture function in Norges Bank will be developed to adapt to the different phases in the project and the resources shall also be able to participate in this development and carry out assignments that should naturally be carried out by such a function.5 000 00015 000 000

The tenderer shall have his tax and VAT payments in order. Certificate for paid VAT issued by the tax authority (shall not be more than 6 months from the deadline for receipt of tenders).
These requirements also apply for sub-providers.
The tenderer shall be a legally established business. Company Registration Certificate (Norwegian tenderers). The Company Registration Certificate shall show the board's composition at the time of the tender offer.
Registration certificates from professional registers as determined by legislation in the country in which the tenderer is established (other tenderers).
Økonomisk og finansiell stilling:
The tenderer shall have the sufficient financial capacity to implement the assignment/meet the contractual obligations. The Company's most recent annual reports with accounts and accompanying auditor's reports, as well as recent information with relevance to the company's accounting figures.

Credit rating from a certified credit rating institution (shall not be more than 6 months from the deadline for receipt of tenders).
Teknisk og faglig kapasitet:
The tenderer shall have good enough professional qualification to be able to execute the assignments. Description and documentation of the company's professional qualifications and competence in the specialist areas listed under point 1.5, including a brief description of how an assignment can be executed.

The tenderer must have comprehensive experience with assisting contracting authorities in equivalent assignments. Overview of important deliveries with equivalent competence areas during the last 3 years, with the following information:
— Name of customer,
— Date,
— Services provided,
— Scope of the deliveries.
The tenderer shall have good enough capacity to be able to carry out the assignments and shall have at least 5 employees for a minimum of 3 of the professional roles described in point 1.5.
The tenderer shall state the number of available personnel for the relevant discipline.
It is a requirement that the selected tenderers are able to provide relevant personnel for assignments with tentative start up in September and October 2016. Confirmation.
The tenderer shall have a general quality assurance system which shall form the basis for the implementation of the contract. Description and documentation of a quality assurance system.
Commitment statements requirements. If the tenderer wishes to rely on the capacity of other companies, the tenderer must demonstrate to the contracting authority that it will have the necessary resources available, by presenting a commitment statement from these companies.
