Framework agreement for architect services, engineering design services and consultancy services

Oslo kommune v/ Renovasjonsetaten [Oslo municipality, c/o the Agency for Waste Management]

REN is responsible for municipal waste sanitation in Oslo for private users and for small businesses.
REN needs consultancy services for reviews, planning and engineering design services for both existing sites/properties and for new, future sites/properties within the following areas:
— Various methods of waste collection.
— Establishment of mini-recycling stations.
— Testing sites, feasibility studies.
— Concept developments, sketches, feasibility studies.
— Ongoing upgrades to sites and buildings.
The aim of the procurement is to join up with the necessary assistance within architect services, engineering design services and responsible applicant for work carried out at REN's sites that requires applications in accordance with the Planning and Building Act.
These are ongoing projects and work assignments that are covered by working capital and the extent will depend on the budget each year.
Call-offs can also be made on the framework agreements for investment projects in the preliminary phase and implementation phase. This will be assessed in each project and the extent will depend on the granted investment resources and orders from the city council department.

Requirement I:
The tenderer's tax and VAT payments shall be in order.
Documentation requirement:
Tax and VAT certificate, not older than six months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
Requirement II:
Tenderers shall be a legally established company
Norwegian companies: Company registration certificate.
Foreign companies: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.

The tenderer shall have good creditworthiness
Documentation requirement:
The company's last Annual Financial Statements including notes, the board's annual reports and audit reports.
REN will also obtain a credit assessment from Bisnode Credit, which will be used as a basis for the evaluation.
Teknisk og faglig kapasitet:
Requirement:
— Good capacity and execution capabilities are required.
Documentation requirement:
* An overview of the tenderer's total manpower with relevant competence (not CVs), as well as manpower for this assignment. An organisation chart shall be attached.
— Experience is required from equivalent assignments, including experience from the development of projects and systems, particularly within the environment and energy measures.
— The tenderer's most important deliveries over the last 5 years,
including their value, date and contracting authority (REN reserves the right to contact the references). Documentation from relevant projects.
— The necessary certifications as responsible applicant are required, in accordance with the Planning and Building Act, for the relevant development classes and disciplines.
* Documentation of central certification or equivalent.
— A good and well-functioning system is required for quality assurance and internal control for the services that shall be provided. The quality assurance system shall fulfil the requirements in NS-EN ISO 9001: 2015.
— Give a short account of the quality assurance system and internal control and how these are operationalised.
