Klepp kommune (Klepp municipality)

Klepp municipality, Department for Local Development, plans to enter into 3 year parallel framework agreements with three tenderers, with an option for a further 1 year for the hire of excavators with additional equipment, drilling rig, tractors and other material, as well as machines and crew, for use in the maintenance and construction of the municipal engineering infrastructure within the roads, water and sewage sector and the green sector in Klepp municipality. The municipality carries out some site work itself. Other municipal companies and departments shall be able to use the contract if they want to.
The total framework agreement has a calculated financial extent of total NOK 3-4 million per annum, based on previous procurements and plans. Call-offs will be made after orders from the contracting authority. Klepp municipality will ensure that the work in the contract period will be distributed so that the three contract parties will get work for approx. the same financial value. The estimated value of the work is only a guideline and is not binding for the contracting authority towards the contract parties.

Tenderers are required to have paid their taxes and duties and to meet minimum requirements in terms of health, safety and the environment. Arrears in taxes and duties can lead to rejection.

1.2 The organisational and legal standing of the tenderer
The tenderer is required to have a legally established company. Company Registration Certificate

1.4 The tenderer's technical and professional qualifications
Qualification requirement Documentation
Tenderers must have experience from similar assignments or excavation work/site work of an equivalent nature. Experience with a framework agreement is not necessary.
Tenderers shall enclose a list of the 3 most important deliveries in the last 3 years, including information on the extent, date and recipient (name telephone number and e-mail address). References can be contacted if needed, also including the contracting authority.

An established quality/management system for ensuring that assignments are executed in a good way.
An account of the company's quality assurance/management system.
Experience level of drivers of the excavators and other machines of recent date.
CVs for drivers of excavators for the assignment with further information on the year model that shall be used in the different weight classes for such machines. A maximum of 3 drivers shall be listed for each machine.
Minste nivå(er) av standarder:
All the vehicles shall be certified by the Driver and Vehicle Licensing Agency, the Norwegian Labour Inspection Authority and/or any other public certification schemes and used in accordance with such certifications, serviceable for the work assignments. Drivers shall have had the necessary training and shall be competent for the assignments that the municipality requires executed.

The chosen tenderer will be obliged to turn out for leaks and breaks in municipal pipelines, with maximum 1 hour response time from notification to the machine (13-18 tons or less) and the driver being on site. This applies year round.
The number of events is approx. 6 per annum. Such turn outs shall be carried out with a machine of 13-18 tons or less, as required.
The working language shall be Norwegian.
The actual tenderer will be obliged to carry out started assignments and will not be able to interrupt his engagement for the municipality in the middle of an assignment without this leading to a financial consequence equivalent to the value of minimum 50 % of the expected cost for the job in question.

The municipality has water and sewage norms and road norms that the tenderer must be familiar with.
Changes of drivers/crew in addition to the attached list cannot be made without a prior agreement with the municipality.
At the end of the year the tenderer shall submit a list of the amount and type of equipment/crew used throughout the year for this enquiry.
