Boligbygg Oslo KF needs framework agreements for engineering design services. The assignments will include all the necessary disciplines required to prepare a complete preliminary project with calculations, tender documentation for a turnkey and execution contract, detailed engineering design services, applications/basic material for all the relevant public authorities, as well as being a coordinator for safety, health and working environment questions in the engineering design phase, in accordance with the builder regulations. This will be for building and construction projects, such as wet room renovations, facade renovations, fire protection measures, re-roofing, new buildings, renovations, welfare+.
Tenderers must be able to offer all disciplines: engineering design group manager, coordinator for engineering design services, architect, interior architect, landscape architect, responsible applicant, consultant engineer for building techniques, HVAC and climate techniques, electro techniques, fire safety, geotechnics and engineering geology, water and sewage techniques, acoustics, antiquarian conditions, environment and consultant integrated technical building installations, BIM-coordinator, DAK-operator and secretary, either internally or with the use of sub-suppliers.

Beskrivelse av opsjoner:

The framework agreement period is two years from the date of contract signing.

The contracting authority has the option to extend the contract for a further 1 + 1 year.

Egnethet til å utøve yrkesvirksomheten:

Tenderers shall be a legally established company.

— Tax Certificate for respectively tax and VAT, not older than 6 months. The certificates can be obtained from the local tax collection office or the tax office.

Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

Økonomisk og finansiell stilling:

The tenderer must have the financial capacity to carry out the contract.

— Credit evaluation/rating, not older than six months, based on the last known accounting figures.

The Municipal Undertaking for Social Housing reserves the right to obtain further credit ratings or other financial information (Annual Financial Statements including notes, the board's annual reports and the auditor's reports, as well as recent information of relevance for the company's fiscal figures).

Teknisk og faglig kapasitet:

Requirement:

Good experience from similar assignments. Including, but not limited to:

— experience with engineering design services for public contracting authorities;

— engineering design experience as regards Boligbygg's different needs and size (see point 1.2);

— experience with engineering design services for different contract forms;

— experience with municipal/government investment regimes, experience from Oslo municipality's investment regime will be an advantage;

— experience from processes at the Planning and Building Authorities;

— various contracting authorities and Boligbygg's experience with the tenderer.

Documentation:

Overview of the tenderer's principal, relevant contracts in the last 3 years, including information of:

— the contracting authority (including name, telephone no. and e-mail address);

— type of project;

— contract form (framework agreement/single procurement);

— the projects' contract form;

— the role in the reference project;

— the project's value;

— date.

Annexes can be filled in, or a separate form can be used. It is emphasised that this applies to the company's experience.

— 3 certificates from previous contracts ought to be presented, containing information on whether or not the works have been professionally and properly executed. Annexes can be filled in, or the tenderer can submit a separate form filled in by previous contracting authorities.

— Boligbygg reserves the right to contact the the references.

Sufficient capacity and suitable manpower to implement the contract.

An overview shall be given of the company's total manpower and an account that states the company has sufficient capacity and suitable competence to implement the assignment.

It is emphasised that CVs shall not be submitted.

The supplier must have a sufficient quality assurance system.

Certificate of the company's quality system/management system issued by independent bodies, which confirms that the tenderer complies with certain quality assurance standards, for example ISO certification. The Contracting Authority will also accept other documentation which shows that the tenderer has equivalent quality assurance measures.
