The framework agreement is for electrical work in all the contracting authority's buildings, sites and infrastructure for technical operations and maintenance with the accompanying materials.
Electrical work means, amongst other things, work related to minor alteration, installations, changes and maintenance work on existing buildings, both internally and externally. These are mainly assignments such as adding new computer points and sockets, replacing fittings, troubleshooting electrical work, etc. The service provider is responsible for statutory fireproofing when carrying out installation work. The contract is preferably for work/assignments that are practical to carry out on an hourly basis, but it an also be used for work on minor alterations and renovation.
The work will normally be done within normal working hours, but there will be some work outside normal working hours.
The framework agreement also includes the procurement of electrical material. The contracting authority reserves the right to announce major assignments in separate public notices. Major assignments means, for example, assignments of more than 50 000 NOK and cases where the total assignment comprises several lots. There is an exception for Lom municipality, for which major assignments have a value of approx. 100 000 NOK.
Assignments under the framework agreement are to be carried out in accordance with NS 8406, unless otherwise agreed.

Tilleggsinformasjon om delkontraktene:

Lesja municipality currently has an active framework agreement for the area. The contract with Lesja municipality will therefore apply from 27.11.2016, instead of from the date the contract is signed, like the other municipalities covered by this notice. After 27.11.2016, the length and date for taking up options will be the same for Lesja municipality as for the other municipalities.

Beskrivelse av opsjoner:

A framework agreement shall be signed for 2 years from when the contract is signed, with an option for an extension once or several times for up to a further 2 years.

There is an exception for Lesja, which currently has an active framework agreement for the area. The contract with Lesja municipality will therefore apply from 27.11.2016, instead of from date the contract is signed. After 27.11.2016 the length and date of taking up the options will be the same as for the other municipalities.

Qualification Requirement: The tenderer must have their affairs in order with respect to the payment of tax, payroll tax and value added tax (VAT).

Documentation Requirement: Certificate for tax and VAT. The certificate shall not be more than 6 months from the tender deadline. The certificate can be obtained electronically from Altinn. For further information, see Skatteetaten.no

For foreign tenderers:

Foreign tenderers must submit equivalent certificates from the country of origin, that substantiate that payment of taxes and duties is in order. If the authorities in the relevant country do not issue such certificates, the tenderer shall submit a statement which verifies that all taxes and duties have been paid. The declaration shall be approved and signed by the tenderer's Financial Director/ person responsible for Finance.

Documentation Requirement: Solidity assessment from a certified credit rating agency based on the last accounting figures.

The key figures in the requirement must be presented together with an assessment of the tenderer's payment experience.

Minste nivå(er) av standarder:

Qualification Requirement: Tenderers shall have sufficient financial capacity to fulfil the contract, including satisfactory turnover, earnings, degree of liquidity and equity. The payment experience must be satisfactory.

Teknisk og faglig kapasitet:

Documentation Requirement No 1:

— Short overview of the personnel who shall be used for fulfilment of assignments under the framework agreement.

— Overview of the number of service vehicles equipped and fitted out for the purpose.

Documentation Requirement No 2:

— Tenderers shall document at least 3 persons in the company who have a certificate of apprenticeship as an electrician. This can, for example, be fulfilled by submitting CVs for the personnel in question.

— Tenderers shall document at least 1 person in the company who has a relevant masters or bachelor degree or 2 year education as a vocational college technician with the relevant certificate of apprenticeship. The person in question shall have at least 3 years relevant practice after their completed education.

Documentation Requirement No 3:

A list with an overview of equivalent assignments during the previous 3 years. The list shall as a minimum contain:

— Name of the client;

— Contract value and extent (number of hours);

— Date of the delivery/assignment;

— Short description of the delivery (which function the tenderer had in the project and what makes it relevant for this procurement).

Qualification Requirement No 1: Implementation ability personnel. Tenderers shall have adequate financial solidity to fulfil the contract.

Qualification Requirement No 2:

Professional competence:

Tenderers are required to have sufficient competence to fulfil the assignment in a professionally satisfactory way, as well as being able to give the contracting authority advice within their discipline.

Qualification Requirement No 3:

Experience from similar assignments.

Tenderers shall have good experience from equivalent assignments.

Tenderers shall be certified as a training company/apprentice company for the entire contract period, cf. annex 1.
