Oslo kommune Boligbygg Oslo KF (Oslo municipality, the Municipal Undertaking for Social Housing)

The objective of the procurement is to partner with a tenderer with lift competence for the delivery of consulting assignments and consultant services in engineering design, construction management, condition evaluation and following up of different agreements and assignments.
Boligbygg Oslo KF has approx. 130 lifts and lifting mechanisms connected with the property portfolio. In order to ensure a stable and safe workplace of these, and there is a need for regular replacements and improvements. The Contracting Authority has therefore has a need for professional and technical assistance in this regard. There is also a need for consulting and following up during the connection with other assignments and services connected to this.

The tenderer shall be a legally established company:
— Norwegian companies: Company Registration Certificate;
— Foreign companies: Proof that the company is registered in a trade index or business register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers must have the financial capacity to carry out the contract:
— Credit evaluation/rating, not older than 6 months, based on the last known accounting figures.
The Municipal Undertaking for Social Housing reserves the right to obtain further credit ratings or other financial information (Annual Financial Statements including notes, the board's annual reports and the auditor's reports, as well as recent information of relevance for the company's fiscal figures).

Teknisk og faglig kapasitet:
Good experience from equivalent assignments/deliveries is required. This means assignments of corresponding nature, complexity, degree of difficulty and scope.
Overview of the tenderer's most important relevant contracts in the last 3 years, including information on the type of project, the role in the reference project, the project's value, date, recipient (name, telephone number and e-mail address). Annex 5 can be filled in, or a separate form can be used. The Contracting Authority reserves the right to contact the references.

Sufficient capacity and suitable manpower to implement the contract:
An overview shall be given of the company's total manpower and an account that states the company has sufficient capacity and suitable competence to implement the assignment).
The tenderer must have a sufficient quality assurance system.
— Certificate of the company's quality system/management system issued by independent bodies that confirms the tenderer fulfils certain quality assurance standards, for example ISO certification. The Contracting Authority will also accept other documentation which shows that the tenderer has equivalent quality assurance measures.
