Framework agreement consultancy services within planning, plan reviews and provisions and the preparation of surveys, reports and analyses within traffic, cultural monuments, nature and the environment

— The contracting authority would like to establish framework agreements with companies who can provide consultancy services and planning consultancy services for the preparation of — planning maps, planning reviews and provisions, and work tasks shall be carried out within: — impact assessments and ROS analyses; — traffic analyses; — noise reports; — biological diversity assessments; — cultural monument surveys; — geological surveys; — environmental engineering surveys; — initiative plans for clearing polluted ground. 1 of the aims of establishing framework agreements for these types of services is to ensure efficiency in procurement processes. A further aim is that the framework agreements shall ensure stability and be reliable. The framework agreements are intended to cover most of the contracting authority's continual need for engineering services within the relevant disciplines. The contracting authority shall have the right, but not an obligation, to use the framework agreement. The contracting authority can hold separate competitions for assignments when this is expedient. Some assignments can, besides, be carried out by the contracting authority itself. Parallel framework agreements will be signed with 3-5 tenderers, provided that there are a sufficient number of suitable tenders from qualified tenderers in the competition. Flora municipality is investing a total of approx. 10 000 000 NOK in the coming 4 years within planning on a municipal and development plan level. Attention is drawn to the fact that the stated figures are guidelines and not binding for the contracting authority.
