The objective of the tender contest is to enter into a framework agreement for planning and engineering design services in accordance with requirements.
The Contracting Authority requests tenders for consultancy services concerning planning and engineering assignments. The tender shall be a basis for a framework agreement with several service providers.
The contractual works involve a framework agreement for planning and engineering design of several smaller and medium sized assignments in Region Mid-Norway.
Demand will primarily be for work on:
— Reports in connection with the road network;
— Preliminary projects/feasibility studies;
— Municipal sector plans;
— Impact assessments;
— Development plans;
— Construction schedules;
— Preparation of tender documentation for contracts;
— Quality assurance of developed plans.
Construction Management.
— Measures, operations and maintenance services for existing roads.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
The company's tax affairs must be in order in relation to payment of tax and duties. Tenderers shall enclose a tax and VAT certificate.
Norwegian companies: The certificate shall be as recent as possible and not older than 6 months old from the tender deadline. The certificate shall be issued by the Norwegian Tax Administration and it can be ordered in Altinn or at the tax collector or the Norwegian Tax Administration.

Foreign tenderers shall submit certificates that document the fact that the tenderer has met tax and duty payment obligations. The certificate shall be as recent as possible and not older than six months old from the tender deadline.
The tenderer shall have the the legal foundation necessary to fulfil the contract obligations. The tenderer must be registered in a company register as prescribed in the country where the tenderer is established. Compliance with the requirement shall be substantiated by presenting a company registration certificate.

The company's Annual Financial Statements for the last two years, including a signed auditor's report.

The tenderer shall have the requisite financial foundation to comply with the contractual obligations.
If the tenderer must to rely on sub-providers for being qualified, the tenderer must enclose a statement of commitment that substantiates that the tenderer has access to the sub-provider's resources. C.f. The Public Procurement Regulations §§ 17-8 (2) and 17-9 (2). In these cases the sub-provider must submit documentation verifying compliance with the relevant qualification requirements.

If the tenderer is a working partnership, attached to the tender there must be a declaration of joint and several liability towards the Contracting Authority.
Furthermore, each individual participating company in the working partnership must provide information on their company, as is required in the tender documentation. Working partnerships will be assessed collectively for all the qualification requirements.

Teknisk og faglig kapasitet:
References for relevant assignments shall be provided (annex 2). The size of the assignments and relevance should demonstrate that the Tenderer has sufficient professional basis. See also B.2.4 regarding statement of commitment when sub-providers are involved.

The tenderer shall substantiate an efficient quality assurance system. If a Tenderer is certified (e.g. ISO certification), the certificate shall be enclosed. If a Tenderer is not certified, a brief description shall be given of the Tenderer's system for quality assurance, max. 1-2 pages beyond table of contents, if available.

Tenderers shall be in possession of a quality assurance system in order to fulfil the obligations of the contract. These shall ensure good quality of the delivered assignment.
