Stortingets Administrasjon (The Storting's Administration)

Stortingets Administration (the contracting authority) needs to carry out a number of building, maintenance and renovation projects on the Norwegian parliament's properties each year. A framework shall thus be entered into with a tenderer for consultancy services within building and fire techniques. The consultant engineer for construction (RIB) shall assist the Norwegian Parliament with building technical advice for the Norwegian Parliament's ongoing building, development and maintenance projects in accordance with the current requirements and regulations. The consultant engineer for fire techniques (RIBr) shall mainly take on consultant responsibility for building projects, building operations and development. The tenderer who is awarded the contract must, in addition to building and fire technical advice, also be able to provide advice within acoustics, building physics and geotechniques. The need for these disciplines is expected to be modest in relation to the main services (RIB and RIBr).
A framework agreement will be signed for 1 year, with options/the right for the contracting authority to extend the contract for a total of 3 years (1+1+1 year).
The assignments will mainly comprise consultancy service for the Norwegian Parliament's properties (approx. 70 000 m²), which currently consist of the Parliament building in Karl Johansgate 22 (the Parliament building), Prinsensgate 26, Akersgata 18 (rented premises) and 21, Nedre Vollgate 18 and 20, Tollbugata 31 and 35, as well as in the contracting authority's 148 service/commuter residences, which are mainly situated in the centre of Oslo.
The buildings, except the service/commuter residences, are largely of listed value. The buildings are altered and renovated in accordance with antiquarian principles/guidelines and in cooperation with the Directorate for Cultural Heritage.

The tenderer shall have good conduct. Documentation requirement: Tenderers shall, by a self-declaration, confirm that the requirements in annex 2 are fulfilled.
Minste nivå(er) av standarder:
Tenderers must have good financial and economic implementational ability.
A credit assessment shall be enclosed from a publicly certified credit institution. The credit assessment shall be a rating (include a credit rating, part judgement and historical rating).
The credit rating must not be lower than score A (creditworthy) or equivalent if a different form of score is used (assessment of figures). Tenderers with a rating lower than A or equivalent (i.e. not credit worthy or credit worthy with security) will be rejected.

P.S. The credit assessment shall not be older than 1 month prior to the deadline for applying for qualification.
Tenderers are required to have good capacity (a secure implementational ability). Overview of the number of employees with relevant competence within each of the requested disciplines (RIB and RIBr). If several companies apply for participation together, each company shall provide an overview.

Very good technical and professional competence and experience from equivalent assignments is required, i.e. building and fire technical consultancy services.
Minimum requirement: Tenderers must be able to refer to experience with building and fire technical consultancy services for buildings that are listed or worthy of protection. A general overview shall be given of assignments carried out by the tenderer/company. The overview shall include the name of the contracting authority, the project's/assignment's size, contract value and date of execution. The overview shall cover both professions (RIB and RIBr).

In addition an account shall be given for each discipline of the 3-5 most relevant assignments that the tenderer/company has carried out in the last 3 years (reference projects).
The following information must be given for each of the reference projects:
— name of contracting authority;
— contract value of the assignment (excluding VAT);
— the company's assignments/roles;
— time frame for execution;
— type of consultancy assignment, including.
What type of building/installation the consultancy was for, e.g.: new building, existing building, renovation and to what extent it was for buildings that were listed or worthy of protection.
