Tromsø kommune (Tromsø municipality)

Tromsø municipality shall enter into a new framework agreement for the delivery of computer equipment.
The contract will apply to all of the municipality's units/service places. The municipality is to be seen as one customer, however with several delivery addresses.
Municipal companies, arts buildings, the arts centre and municipal foundations can use the contract if needed.

The municipality is to be seen as one customer, however with several delivery addresses.Municipal companies, arts buildings, the arts centre and municipal foundations can use the contract if needed.The municipality requests products in accordance with the tender documentation for approx. 8 000 000 NOK - 10 000 000 NOK per annum.The estimated value per annum will not be binding for what the municipality will procure in the contract period. Dependent on the budgetary situation/technological development, the municipality might procure more or fewer products than estimated.Attention is drawn to the fact that tenderers must be able to submit complete tenders, i.e. able to offer the entire product spectrum. But it shall be possible to divide it up after mini-competitions.Tromsø municipality has 11 450 computers.The two major sectors in the municipality ‘Education’ and ‘Health and Welfare’ procure their machines via joint procurements. Below is an overview of the joint procurements planned in 2016:.— All 8th years will get a laptop PC — approx. 850 per annum.— Teachers approx. ¼ replaced per annum. Approx. 250 pcs per annum.— Administration education replaces approx. 150 pcs per annum.— Pupil equipment in primary schools 1/5. 433 approx. pcs per annum.— In health and welfare computer equipment shall be replaced for approx. 1 100 000 NOK in 2016.This contract does not include equipment such as:— Multi-functional machines;— Servers;— Network equipment;— Telephony equipment;— Computer supplies;— AV equipment.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers shall have their tax and VAT payments in order. Documentation: Tax Certificate for tax and VAT, respectively, not older than 6 months.
The tenderer must be a legally established company. Documentation: Company registration certificate.
Tenderers must have wage and working conditions in accordance with the general tariff agreements or nationwide tariff agreements for the relevant area included in the contract. Documentation requirement: Tenderers shall fill in and sign a self-declaration confirming that wages and working conditions are in accordance with the general tariff agreements or national tariff agreements, see annex XXXXXXXXXXXXX.

Økonomisk og finansiell stilling:
The tenderer must have the financial capacity to implement the assignment. Documentation: The tenderer's accounts for the last two years, as well as the turnover for the services included in the contract.
Teknisk og faglig kapasitet:
Tenderers must document their experience with framework agreements with public customers by enclosing a minimum of 3 references from the last 3 years.
Tenderers must document their major bulk deliveries by enclosing 3 references from the last 3 years.
Tenderers shall document what partner status they have as regards the products they would like to deliver to Tromsø municipality.
Tenderers must enclose what certificates different employees have as regards the products they would like to deliver to Tromsø municipality. We would only like certificates for employees who shall work on this contract with Tromsø municipality.
Tenderers must document any environmental certificates. E.g. ‘miljøfyrtårn’.
