In accordance with the public procurements regulations, the Contacting Authority invites tenderers to a tender contest, with the purpose of entering into parallel framework agreements for the delivery of cleaning products in the categories:
1. Paper and plastic;
2. Supplies and equipment;
3. Detergents.
The Contracting Authority wants to enter into framework agreement for the delivery of these goods in accordance with the at any time valid version of the Law regarding public procurements and associated policies, environment and regulations for public procurements and action plan for environmental and social responsibility in public procurements. The contract shall be entered into based on the information provided by the Contracting Authority in the tender documentation and annex.
2.2.2. Expected volume:
The turnover level for a 4 year period for these types of services at the Contracting Authority is:
The Norwegian University of Life Sciences: approx. 5 500 000 NOK;
Frogn municipality: approx. 5 200 000 NOK;
Nesodden municipality: approx. 4 000 000 NOK;
Vestby municipality: approx. 4 000 000 NOK;
Ås municipality: approx. 4 000 000 NOK;
Total: approx: 22 700 000 NOK.
The stated volume is only a guideline and is not binding for the contracting authority. The starting point for the Contracting Authority is that all the framework agreement suppliers will be awarded assignments during the contract period, but there are no guarantees for this.

The contract will be based on the attached standard contract. It is a prerequisite that suppliers accept the attached terms when they submit a tender. There cannot be significant reservations to the tender documentation and the attached terms. Suppliers must understand that all parts of the contract can be an object for a quality audit on a sample basis or for other reasons.

6.1.1. Green point:
Packaging: If Norwegian tenderers (manufacturer or importer) use packaging, documentation must be submitted at the latest by the signing of the contract which confirms that the tenderers are members in a recycling scheme or that they fulfil the obligations through their own recycling scheme with their own scheme for final treatment where the packaging is taken care of in an environmentally sound manner (Green Point Norway AS or a material recycling company).

6.1.2. E-trade:
The product offered through this agreement shall, together with the agreed prices and terms of delivery, be accessible on the E-trade platform for the public sector.
Product information and price information shall be described in an easily understood manner suitable for the market place. The information shall be submitted in the format and the form decided by the Operator of the Marketplace at any time.
Collaboration agreement:
The tenderer and Contracting Authority shall enter a Collaboration agreement for electronic trade, based on the agreement template for electronic handle which is accessible on: www.ehandelsplattformen.no Agreement form and application is decided through this agreement.
