UDI invites tenderers to an open tender contest for cleaning the Reception Centre Finnmark in Sør-Varanger municipality. The arrival centre is the 1 place for asylum seekers who arrive in Norway before they are moved on after a few days to an asylum centre. The capacity in the centre is up to 600 persons. The reception centre has a total floor area of approx. 3 480 m gross.

The number of residents will vary. The framework agreement is therefore arranged for call-offs based on 3 different intervals in the number of residents. The call-offs will last 1 month.

The content of the cleaning service is described in Part II, Annex 1 ‘Requirement specifications’, and Part II, Annex 2 ‘ Cleaning Plans and service’

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

The tenderer shall have orderly conditions in relation to payment of tax, payroll tax and VAT. Documentation: Tax and VAT certificate. The certificate shall not be older than 6 months from the deadline for receipt of tenders. The certificate can be obtained electronically from Altinn. For further information, see: Skatteetaten.no Foreign tenderers: Foreign tenderers must submit equivalent certificates from their own country that show that their tax and duty payments are in order. If the authorities in the relevant country do not issue such certificates, the tenderer shall submit a statement which verifies that all taxes and duties have been paid. The declaration shall be approved and signed by the tenderer's Financial Director/ person responsible for Finance.

Økonomisk og finansiell stilling:

A credit assessment that is not more than 6 months old from the tender deadline, from an approved credit rating institution. The credit rating must contain key figures from the company's last 2 financial years.

Minste nivå(er) av standarder:

— The tenderer shall have sufficient economic and financial standing to execute the contract.

Teknisk og faglig kapasitet:

Documentation which verifies that the tenderer is an approved cleaning company, possibly a statement showing that such approval is available when the contract is initiated.

Documentation of 3 relevant contracts in the previous 3 years with the following information: — Statement of the customer with contact information; — Description of the delivery; — The contract's scope and value. The Contracting Authority shall have the right to contact the stated references.

Documentation that includes a short description of the provider's methods and procedures for quality assurance. Any certifications of quality assurance systems can be submitted in addition to the description.

A statement of the tenderer's environmental competence and procedures which document the use of cleaning products, handling of waste and water consumption. If the tenderer is certified in accordance with ISO 14001 or equivalent standards, it is sufficient to present a copy of a valid certificate.

Description of personnel that the tenderer can use, including personnel with training within INSTA 800.

Minste nivå(er) av standarder:

— Tenderers shall be a certified cleaning company by the Norwegian Labour Inspection Authority by the start of the contract: http://www.arbeidstilsynet.no/fakta.html?tid=232120

— The tenderer shall have good experience from equivalent services. The Contracting Authority's previous experience with the tenderer, if any, will also be evaluated;

— Tenderers shall good and well-functioning routines and methods for quality assurance;

— Tenderers shall have sufficient environment competence, management systems and routines for ensuring a minimal impact on the environment;

— Tenderer shall have sufficient capacity with relevant competence to execute the assignment.
