Stavanger Property c/o the Project Department currently has a large workload. The budget for 2017 is approx. 800 000 000 NOK.
The projects are carried out in different contract forms, both joint contracts and different versions of turnkey contracts.
The projects are managed by our own project managers. We also use our own architects for some projects, otherwise the services are hired in.
This contract includes:
— Builder ombudsman including SHA coordinator for both the engineering design and execution phases. Technical assistance for the builder ombudsman's assignments. This applies for projects that are carried out as a turnkey contract.
— Construction manager including technical assistance for minor projects (under approx. 40 000 000 NOK ) that are carried out as joint contracts.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
The company shall be legally registered.
The company shall have its tax and duty payments in order.
Økonomisk og finansiell stilling: Tenderers must have the financial ability to fulfil the contract.
Minste nivå(er) av standarder:
The contracting authority will obtain the credit evaluation Commercial Delphi Score from Experian. (The contracting authority subscribes to services from Experian). Tenderers shall achieve a minimum rating of ‘creditworthy’.
The tenderer is expected to have familiarised himself with registered information about the company and by submission of the tender accepts that the information will be obtained and form the basis of the assessment of the tenderer's financial situation.

If the tenderer knows that the requirement regarding the financial capacity to carry out the contract cannot be met via the credit rating as specified above, the tenderer can submit other documentation with the tender that confirms/explains a satisfactory financial capacity.

If the contracting authority's credit information on each company does not include a credit evaluation, the contracting authority will attempt to cover its documentation need in another way.
If a tenderer will use other suppliers' capacity to quality, see point 5.1, each of the suppliers shall, at a minimum, achieve a rating of ‘credit worthy’ — class 5 or better.
Tenderers can be assessed separately in the case of mergers/acquisitions/new businesses.
Teknisk og faglig kapasitet:
Tenderers shall have competence and experience as either construction manager or builder ombudsman for public buildings, minimum one school building and one welfare building.
Tenderers shall have sufficient capacity and execution capabilities.
The tenderer's organisation shall have at least 3 persons with relevant professional education for the assignment.
The tenderer shall have a well-functioning quality system suited to the content of the contract.
Minste nivå(er) av standarder:
A list of the most important deliveries or services performed in the last 5 years.
The qualification requirement relates to the tendering company as such, not to individual persons' experience.
Tenderers can be assessed separately in the case of acquisitions/new businesses.
Organisation chart/overview of the number of persons in the tenderer's organisation or together with associated organisations (commitment statement), with the name and role in the organisation.
Certificate for the company's quality system/management system issued by independent bodies that confirms the tenderer fulfils certain quality assurance standards, for example ISO 9001.
The Contracting Authority will also accept other documentation which shows that the tenderer has equivalent quality assurance measures. A general description must be given of the system's content, including an overview of inspection plans and check-lists that are relevant for this contract.
