Ringsaker kommune

Stange, Hamar, Løten, Elverum, Lillehammer and Ringsaker municipalities, as well as Hias IKS and Sirkula IKS, hereafter called the contracting authority, invite tenderers to a competition for the delivery of a competition tool and contract administration tool. The parties will sign a joint framework agreement with one tenderer as well as separate contracts after call-offs on the framework agreement. Ringsaker and Hamar municipalities are holding the competition for the contracting authority. Each participating party will administer its own call-off contract. The contracting authority shall use the system to announce and hold procurements on behalf of itself and its underlying entities, including subsidiary companies, municipal companies and inter-municipal companies. The contracting authority shall also be able to announce and hold competitions on behalf of other parties that it cooperates with. The aim is to procure a modern competition tool (KVG) and a contract administration tool (KAV), which shall contribute to better, simpler, quicker and more secure procurements, as well as simplify and improve contract information and contract follow-up. The system shall also take care of regulatory requirements, fully-electronic case handling and it shall be able to simplify archiving processes. The tools shall have an intuitive interface and it shall not be resource draining as regards training, maintenance, updates and use.

5.1 Mandatory and unalterable requirements
Qualification Requirement:
— The tenderer must be a legally established company
— The tenderer shall not have significant tax or duties arrears.
Documentation requirement:
— Company Registration Certificate
— VAT and tax certificate
The certificate must not be older than 6 months from the deadline for receipt of tenders.

5.2 The tenderer's economic and financial capacity.
Qualification Requirement:
— The tenderer must have sufficient economic and financial capacity to implement the assignment.
Documentation requirement:
— The contracting authority carries out credit appraisal through AAA Soliditet (Bisnode), including principal information, payment remarks, accounts, key figures and rating.
— The most recent interim accounts
— Foreign tenderers must submit an equivalent credit appraisal to Soliditet Decision, not older than 3 months.
Teknisk og faglig kapasitet:
5.3 The tenderer's technical and professional qualifications
Qualification Requirement:
— The tenderer shall have the competence, experience and capacity to deliver, implement, support and further develop the system.
— The tenderer shall have a quality assurance system.
— The tenderer shall have delivered systems that are currently in operation and that cover equivalent needs to those sketched by the contracting authority.
— The tenderer shall be able to offer a ‘living’ system, i.e. a system that is continually managed and maintained.
Documentation requirement:
— A short description of the tenderer's organisation shall be given.
— The tenderer shall, when completing table 1 below, give an overview of the average number of employees in the last three years, within the areas that are relevant for the procurement, as well as the ‘turn over’ for the employees.
— Documentation shall be given that verifies an incorporated quality assurance system. If the company is certified, documentation thereof shall be attached.
— References, equivalent services provided the previous three years with a description of the scope of the assignment, date, contact person and contact information (telephone no. and e-mail address).
— Version log for the last three years for the tenderer's system. It is only necessary to document the main version with revisions, as well as the date the version was released.
