Framework agreement 14/2157 Safety alarms and welfare technology

Ringsaker kommune (Ringsaker municipality)

Ringsaker, Løten, Hamar, Nord-Odal and Stange municipalities, hereafter called the contracting authority, invite tenderers to a competition for hiring digital safety alarms, including sensors, GPS, digital inspection and alarm reception and installation services. Ringsaker municipality is holding the competition on behalf of the municipalities. Ringsaker, Løten, Hamar, Nord-Odal and Stange municipalities shall have an option for parts of the contract.
Each municipality will administer its own contract.

The contracting authority currently has both analogue and digital safety alarms. Attention is drawn to the fact that some of the current digital safety alarms and alarm units that the contracting authority own will be a part of the new contract. See annex 3 Requirement Specifications and annex 4 Price Form for a further specification of the current status, as well as an overview of which safety technology is expected to be procured in the period.The given amount is based on the need in previous years and is subject to the municipalities' general activity level and the fact that changes in budgets, other decisions and routines can influence the amount in the contract period. The signed framework agreement involves an obligation to use the chosen framework agreement partner, but it does not involve any requirement for a specific turnover in the contract period.

Payment of public fees.
About the qualification requirement: Norwegian tenderers shall present a VAT and tax certificate, issued by the tax collector where the tenderer has his main office. Tax certificates must be submitted within the deadline for tenders. Tax certificates shall not be more than six months, from the tender deadline. The tenderer must not have substantial arrears. Any arrears must be justified separately.

The tenderer's economic and financial capacity.
Regarding the qualification requirement: The tenderer is required to be financially sound so that the risk to the contracting authority is minimal when signing the contract. The contracting authority will conduct its own independent assessment of the tenderer's financial soundness. The assessment will be conducted in collaboration with a credit rating agency. The contracting authority uses Credit Easy for credit rating and tenderers must have grade 3 (credit worthy) or better, to be qualified.

If sub-suppliers will be used for more than 100 000 NOK per annum, Ringsaker municipality reserves the right to carry out a credit rating of the named sub-supplier. Newly established companies, established within the last 12 months, will be assessed separately.

Newly established companies are obliged to enclose the necessary information so that the contracting authority can assess the company's economic and financial capacity.

Tenderers shall have the necessary resources to fulfil the contract and shall have experience from equivalent assignments.
About the qualification requirement: It is important that the contracting authority is confident that the tenderer has the necessary resources and experience to fulfil the contract and provide a proper and reliable service. Tenderers are therefore required to have the necessary resources to fulfil the contract and have experience from equivalent assignments in order to be qualified.

Documentation:
— Tenderers must provide a short account of the organisation and staffing situation (number and professional background), premises and any sub-suppliers.
— Tenderers shall state the three most important relevant contracts (deliveries) in the last 3 years. Annex 5 references, equivalent assignments shall be used for this.
Quality assurance system.
About the qualification requirement: The services that are to be supplied must have a good, well-functioning quality assurance system.
— An account, or external documentation, of the tenderer's quality assurance system/management system.
— Documentation of systematic HSE work — a censored completed deviation form with the accompanying measures.
Environment and source sorting.
About the qualification requirement: Some of the contracting authorities are either inspection members in Grønt Punkt Norge or certified for ‘Miljøfyrtårn’. Tenderers are therefore required to have a conscious and active attitude to environmental considerations for their activities. As regards this competition, this means the sorting of waste to take care of the environment.
