Flytoget.no has a significant number of visitors each day, that have different needs depending on whether they are prior to, under way, or after the journey, if they are tourists or found themselves in a deviation situation. The channel is an important part of the label building and a central entry portal from i.a. Google. During autumn there will be a completely new sales channel. Flytoget has the ambition to be the best in its class regarding customer information and services on flytoget.no.
Flytoget wants a competitive tender on maintenance of Flytoget.no. The system for the current Flytoget.no is based on an older version of EX Publish (Community Project 2014.1). In connection with the competitive tender, flytoget wants to see the possibility for upgrading to the newest version of EZ Publish, or swap to another publication platform. We want the tenderer to suggest which publication platform would be suit our needs. Flytoget wants a tenderer who can actively assist with further development of the publication solution with content and interactive services so that the system can support Flytoget's goals.
Flytoget has selected the supplier of the travel planner engine, that these days integrates with Flytoget's in-house developed real time solution. The last named contains real time information about Flytoget's traffic deviations. The travel planning engine offers 2 alternatives for integration and collaboration, respectively api and html blocks.
Flytoget wants the tenderer to implement a front end solution for the travel planner for flytoget.no. This solution will have integrations with the travel planner engine and real time solution. Flytoget has developed a ‘customer journey’ that describes the customer's future use of digital tools for planning and execution of travel with Flytoget. This customer journey is further confirmed with design drawings that together visualise the desired function solution.
In the tender documentation, Flytoget will be the supplier i.a. to assess, advise and substantiate:
· Selection of publication platform;
· Methods of integration and collaboration with the travel planner engine;
· Development process and cooperation with Flytoget.
If the suggested publication platform is not suitable for operation on Flytoget's existing operational environment, the tenderer must offer operation as an option.
Flytoget can cancel the competition or reject all tender offers if there is reasonable grounds for this, including budgetary covering of the procurement.
Among the qualified tenderers, Flytoget will select a minimum of 3 for participation in the tender contest, assuming there are enough qualified tenderers to participate in the competition.
The selection of the tenderers who will be able to participate in the competition will be made according to the principle best qualified. Tenderers must fulfil all the qualification requirements in order to be qualified. From the qualified tenderers, Flytoget will choose the tenderers who are best qualified based on total implementation ability, based on documentation of the qualification requirements.
A 2 year contract period is being organised, with the possibility for extension for a further 1 plus 1 years.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
K 01 Tax and VAT certificate. Requirement: Tenderers must have submitted their tax assessments and paid tax, payroll tax and VAT. Documented by: Tax and VAT certificate. The certificate shall not be older than 6 months from the deadline for receipt of tenders. Any arrears or other irregularities must be justified. If the tenderer is planning to use sub-providers, tax certificates must be provided for them as well.

K 02 Company Registration Certificate. Requirement: The tenderer must be a legally established company. Documentation: Company Registration Certificate or equivalent from the tenderer's home country.
K 03 The tenderer shall fill in a self-declaration regarding conditions that may lead to rejection. Use Flytoget's attached template: ‘Egenerklæring som kan føre til avvisning’ (‘Self-declaration that may lead to rejection’).
K 04 The tenderer must accept Flytoget's ethical requirements for service providers. The attached ‘Etiske krav til leverandører’ (‘Ethical requirements for the service providers) shall be signed and attached the tender.
K 05 The service provider shall have good conduct and will be assessed in the same way as the rejection rules in the Public Procurement Regulations § 20-12 (1), letter e, and § 20-12, second and third paragraphs. Delivery of tenders is considered as a verification that the requirement is fulfilled.

K 06 The service provider cannot be involved in debt negotiations, or in any way be subject to public supervision. Delivery of tenders is considered as a verification that the requirement is fulfilled.
K 07 The tenderer shall complete a self-declaration about social conditions, child labour and working conditions for foreign suppliers. Use Flytoget's attached template 'Social responsibility self declaration form’.
Økonomisk og finansiell stilling:
K 08 The tenderer must have sufficient economic and financial capacity to complete the contract. Documentation Requirement: 1) The latest Annual Financial Statements with auditor's comments. Flytoget will obtain this information itself if the company is registered in Norway. If not accessible, the tenderer must provide documentation. Requirement 2) Bankruptcy rating low (A1-A3) or moderate (B1-B3) at Proff Forvalt (www.forvalt.no), both in the short and long term. Flytoget shall themselves obtain documentation on the bankruptcy rating if the company is registered in Norway. If not accessible, the tenderer must provide documentation. Service providers who do not fulfil the financial capacity requirement can use other companies, e.g. by providing a fulfilment guarantee from a parent company. Attention is drawn to the fact that documentation in such an event must be provided that shows that the other company fulfils the qualification requirement and that the company confirms that they will make the necessary resources available to the service provider, cf. the utilities regulations § 7-11 (3). If the service provider has any valid reasons for not being able to provide the documentation requested by the Flytoget, the service provider may prove its financial position with any other document that is acceptable to Flytoget. If the service provider has such valid reasons, he may contact Flytoget in writing in order to clarify which other documentation is acceptable.

Teknisk og faglig kapasitet:
K 09 Professional qualifications to implement the assignment. Documented by a short account (maximum 2 A4 pages) of the company's core competence and an overview of the company's total manpower and the capacity relevant for this contract. An organisation chart for relevant parts of the company should be enclosed. When using sub-contractors, the tenderer must report what the sub-contractor shall assist with and their capacity to be able to assist. The tenderer is responsible for the sub-contractor fulfilling the other qualification requirements.

K 10 A good and well functioning quality assurance system. Documented by a general account (maximum 2 A4 pages) of the quality assurance system that the tenderer will use to ensure the delivery and quality of the assignment during the agreement period. The list of contents for the quality assurance system shall be enclosed. If the service provider is certified in accordance with ISO standards or similar, the certification certificate shall be enclosed.
