Trondheim kommune [Trondheim municipality]

Trondheim municipality, hereafter called the contracting authority, invite tenderers to an open tender contest for a contract for fish and fish products for the municipality's units. A further description of the assignment is given in Annex 1 the Requirement Specifications and Award Criteria.
Trondheim municipality's production kitchen is the unit that is the main user of the contract, but Trondheim municipality's other units can also use the contract if needed for products included in the contract.
Trondheim municipality's production kitchen delivers food to all the nursing homes in the municipality and to persons living at home in addition to catering for private customers.
There has been focus in recent years on food and health in nurseries and schools this has led to an increased need from these units.
All the municipality's units are obliged to undertake purchases with the tender with whom the framework agreement is entered into, and the selected tenderer is, after orders are placed by the individual units, obliged to deliver in accordance with the framework agreement.
The contract is subject to possible organisational changes that can affect the contract. The contracting authority can also choose to not use the contract for special projects.
The contracting authority reserves the right to combine tenders from various concepts and tenderers.

The menus can be changed in the contract period, i.e. the consumption increases for 1 product and decreases for 1 that currently has a high volume, or we include a new product. Tenderers shall be a legally established company:

— Company Registration Certificate (§ 17-10).

The tenderer's tax affairs shall be in order in relation to payment of tax and VAT.

— Tax Certificate for tax and VAT, not older than 6 months. The certificates can be obtained from the local tax collection office or the tax office (§17-14). Use RF-1244.

— Norwegian tenderers who are not VAT obliged must provide confirmation of this from the Norwegian tax authorities (§17-14). Use RF-1244.

— Foreign tenderers must provide certificates from authorities equivalent to the Norwegian authorities.

Tenderers must comply with the statutory HSE requirements.

— HSE self-declaration must be filled out (§17-15) see Appendix 5.

Økonomisk og finansiell stilling:

The tenderer must have the financial capacity to implement the assignment/contract.

— The company's most recent Annual Report, as well as recent information which is of relevance to the company's fiscal figures (§ 17-8).

The tenderer must be credit worthy.

— Credit assessment of the tenderer, not older than 6 months calculated from the deadline for receipt of tenders. The evaluation shall be based on the last known fiscal figures with an indication of how the credit rating has developed during the past 3 years.

The assessment shall be issued by a company with a credit reporting license from the Norwegian Data Protection Authority, see www.datatilsynet.no The result of the credit rating must be given as a graded value (letters or numbers) on a defined scale.

Teknisk og faglig kapasitet:

Experience from equivalent assignments is required.

— List of the most important, relevant deliveries or services performed during the past 3 years, including information on the value, date and the name of the public or private recipients (§ 17-9).

Tenderers must have a well-functioning quality assurance system / quality management system.

— Statement of quality assurance system/ quality management system. If the company is certified, evidence of the certification must be attached.

The tenderer shall employ environmental management measures during the performance of the contract.

— The company's environmental status should be confirmed by completing the enclosed form. Environmental requirements for the company (§ 17-13, 2) see Appendix 6.

Kontraktutførelse
Andre særlige vilkår:

The contracting authority requires that the tenderer's wages and working conditions are in accordance with generally applicable collective agreements or national collective agreements for the area covered by the contract.

— The tenderer shall attach a declaration confirming that wages and working conditions are in accordance with the generally applicable collective agreements or national collective agreements, see appendix 4.

— In those cases where sub-providers/manufacturers with manufacturing sites in countries outside the EU/EEA are used, confirmation must be given that international concordance of work environment and employee's rights are met.
