Extension of Bekkelaget treatment facility — Sub project construction

Oslo kommune, Vann og Avløpsetaten (VAV) [Oslo municipality, the Agency for Water and Sewerage Works]

The population growth in Oslo puts ever increasing amounts of sewage water through the pipeline network. The current treatment facility at Bekkelaget is overburdened and the facility shall therefore be extended. Oslo City Council has therefore granted 274 000 000 NOK for the expansion of the treatment facility at Bekkelaget. The project shall be carried out in the period 2014-2020. The entire facility is to be constructed in rock in direct connection to the existing facility.
The constructional work shall mainly be carried out in tunnels and rock rooms, close to the existing treatment facility. The constructional work in IBRA can be divided into 3 parts:
— Treatment part: Sludge treatmnet/rotten tanks/fat reception
— Main part: Intake/primary settling stage/bio-halls/post-settling/filter hall
— Building in the open air
The extension to Bekkelaget treatment facility project is being carried out as joint builder managed contracts. Sub-project construction is to be carried out in accordance with NS8405.

Egnethet til å utøve yrkesvirksomheten:
Tenderers shall be a legally established company.
— Norwegian companies: Company Registration Certificate;
— Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers must have sufficient financial capacity to fulfil the assignment/contract.
— The company's last 3 Annual Financial Statements including notes, managements Annual Reports and Audit Reports, as well as new information of relevance to the company's accounting figures.
VAV reserves the right to obtain a credit assessment from an independent actor who normally offers credit assessments of companies when assessing the tenderer's economic and financial position.
Teknisk og faglig kapasitet:
Good experience from equivalent work, including large concrete constructions in tunnels and rock rooms.
— An overview of work carried out during the last five years, together with testimonials of satisfactory execution of the most important work.
The testimonials should state the value, time frame and place the work was carried out and indicate whether the work was professionally executed and properly completed. The authority/contracting authority in question shall, if necessary, send the testimonials directly to the contracting authority. In the absence of this, a declaration from the tenderer will be accepted.

A contact person and contact information for the contracting authority shall be provided. VAV reserves the right to contact the contracting authority.
The supplier shall have a good ability to fulfil the contract.
— An account of the tenderer's average workforce and the number of employees in administrative management during the last three years.
A good and well-functioning HSE and quality assurance system.
— Certificates issued by independent bodies that confirm that the tenderer fulfils certain quality assurance standards, for example ISO 9001. The contracting authority will also accept other documentation of equivalent quality assurance measures presented by tenderers.
