Evaluation of the implementation of integration reception centres and the effect of initiatives for early and efficient qualification of residents in the reception centres

The Ministry of Justice and Public Security would like to evaluate the implementation of integration reception centres and a study of the effects of initiatives, which will form the core of the integration reception centres.
The review shall have 2 parts:
a) An evaluation of the implementation of the integration reception centres. The aim of this part of the review is to get knowledge of to what degree the integration reception centres are established and function in accordance with the intentions of the implementation formulated in the background documents.
b) A study of the effects of the initiatives that will form the core of the integration reception centres. The aim of this part of the review is to map, analyse and find out which effects the above mentioned initiatives have for the career path from asylum centre to work for immigrants with a background of escape.
It is a prerequisite that the two parts of the review are seen in connection with each other.

— Norwegian companies: Company Registration Certificate;

— Foreign companies: Proof that the company is registered in a trade index or business register as prescribed by the law of the country where the tenderer is established.

Qualification requirements.

Tenderers must have sufficient economic and financial capacity to carry out the assignment, in which, amongst other things, being creditworthy without any requirement for collateral will be adequate.

Documentation requirement.

— A credit rating with key figures from a certified credit rating company or other form of documentation to demonstrate that the requirement has been met.

Teknisk og faglig kapasitet:

Qualification requirements.

Tenderers must have carried out at least 2 deliveries in the last 3 years with relevance for this assignment.

Relevant deliveries means completed reviews of public schemes.

and/or initiatives where the aim has been one or several of the following:

o To examine how or to what extent such schemes or initiatives were implemented

in accordance with the aim of the implementation.

O To examine whether the aim of such schemes and/or initiatives were fulfilled.

o To examine the effects of public schemes and measures.

Tenderers must have sufficient professional expertise and capacity.

Documentation requirement:

— Tenderers are asked to enclose a reference list for the last three years, with an overview of relevant assignments, and if possible, the value of the assignment. The statement shall include what was delivered, the delivery date and the role that the tenderer had in the delivery.

— If possible we would like written documentation (e.g. reports or referrals to reports on the internet) from completed deliveries. If this is not possible we request that the deliveries are described on a general level.

— A description of the tenderer's professional competence and capacity, including a description of the tenderer's organisation, current staffing situation and any collaborating partners.

Objektive utvelgelseskriterier:

If there are more than 3 tenderers who have fulfilled the minimum qualification requirements, the contracting authority will rank the tenderers according to the following selection criteria:

1. The number of completed assignments in the last 5 years, which, in total show that the tenderer has carried out both:

— reviews of effects and public schemes or initiatives in Norway and

— reviews of how or to what extent public schemes or initiatives in Norway were implemented in accordance with the aim of the implementation.

2. The number of completed assignments in the last five years that involved a review of the effects of public schemes or initiatives in the immigration or integration field in Norway.

3. The number of completed assignments in the last three years that involved a review of whether the aim of public schemes or initiatives in the immigration or integration field in Norway were fulfilled.

4. The number of completed assignments in the last three years that involved a review of how or to what extent public schemes or initiatives in the immigration or integration field in Norway were implemented in accordance with the aim of the implementation.

5. The number of completed assignments in the last three years that involved a review of the effects of public schemes or initiatives in Norway.

6. The number of completed assignments in the last three years that involved a review of how or to what extent public schemes or initiatives in Norway have been implemented in accordance with the aim of the implementation.

If more than 3 tenderers fulfil the requirements, they will be compared in accordance with criterium no 1. If the comparison of criterium no 1 does not result in 3 selected tenderers, those who score the lowest on criterium no 1, will be compared on criterium no 2, and so on, in accordance with the same procedure, on criterium 3 and then criteria 4 and 5.
