Evaluation of the development programme for town districts

KMD and Distriktssenteret would like knowledge that can give a better understanding of the importance of using social knowledge and forms for cooperation between town and surrounding municipalities and with other relevant actors, in order to create regional economic growth, as well as how government programmes can affect this.
The evaluation shall:
— Give a description and evaluation of the town regions' use of knowledge on regional economic connections as a basis for the choice of theme/social area for collaboration, and for the development of strategies and initiatives, and how this has been affected by factors such as the form of the social analysis, motivation for participation, organisation of the collaboration, development capacity and management and collaboration culture.
— Give an overview of strategies and initiatives in the town regions and give an assessment of the probability that these will affect the economic growth in the town regions in the long-term.
— Give an assessment of the programme's additionality, including to what degree the government's device and organisation of the programme has contributed to this (additionality ought to be connected to both work and collaboration in the town regions and to the content of the strategies and initiatives).
The evaluation shall be carried out with a sub-delivery in 2016 and a main delivery in 2018. For further description see Annex 1 of the contract (the contracting authority's description of the assignment).

The review shall be started immediately after the contract has been signed. The assignment is expected to have a financial framework of 2 000 000 NOK excluding VAT. The estimated value of the contract is not binding on the contracting authority. The contract is subject to the Norwegian parliament's decision on the annual budget and an option for any additional procurements as needed.

Qualification requirements:
Paid taxes and duties.
Documentation requirement:
— A certificate, not older than 6 months, which verifies that the tenderer has fulfilled the obligations in relation to payment of taxes, social security contributions and VAT. The certificate can be ordered and obtained from Altinn by using a separate link on skatteetaten.no If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration. The certificate is electronically certified and is therefore not signed. For further information, see skatteetaten.no The certificate shall be enclosed with the tender in accordance with the outline given in the tender documents.

— The tenderer must have sufficient economic and financial capacity to carry out the delivery, in which, amongst other things, being creditworthy without any requirement for collateral will be adequate.
Documentation requirement:
A credit rating with key figures from a certified credit rating company or other form of documentation to demonstrate that the requirement has been met.

Qualification requirements:
— Tenderers must have carried out at least 3 deliveries in the last 3 years with relevance for this assignment. Relevant deliveries means research and review assignments of an equivalent nature and extent as described in Annex 1.
Documentation requirement:
Reference list of the tenderer's deliveries in the last 3 years with relevance to this assignment, stating the name of the contracting authority, and, if possible, the value of the assignment and references. What has been delivered and the function the tenderer had in the assignment, must be stated.
