Evaluation of the development programme for town districts

KMD and Distriktssenteret would like knowledge that can give a better understanding of the importance of using social knowledge and forms for cooperation between town and surrounding municipalities and with other relevant actors, in order to create regional economic growth, as well as how government programmes can affect this.
The evaluation shall:
— Give a description and evaluation of the town regions' use of knowledge on regional economic connections as a basis for the choice of theme/social area for collaboration, and for the development of strategies and initiatives, and how this has been affected by factors such as the form of the social analysis, motivation for participation, organisation of the collaboration, development capacity and management and collaboration culture.
— Give an overview of strategies and initiatives in the town regions and give an assessment of the probability that these will affect the economic growth in the town regions in the long-term.
— Give an assessment of the programme's additionality, including to what degree the government's device and organisation of the programme has contributed to this (additionality ought to be connected to both work and collaboration in the town regions and to the content of the strategies and initiatives).
The evaluation shall be carried out with a sub-delivery in 2016 and a main delivery in 2018. For further description see Annex 1 of the contract (the contracting authority's description of the assignment).
