Evaluation of ‘Kompetanseløft 2020’ [Competence Lift 2020] (K2020)

The Directorate of Health would like to enter into a contract with a professional environment that can carry out a follow-up evaluation of the Competence Lift 2020 (K2020). K2020 is the government's new plan for recruitment, raising competence and professional development in the health and welfare services in municipalities in the period 2016 — 2020. The expected grant in 2017 is 1 200 000 NOK. The limit could, however, be increased. The annual grant for the evaluation is expected to be the same as for 2017 for the entire K2020 period.

Egnethet til å utøve yrkesvirksomheten:
Company Registration Certificate.
Requirement: The tenderer shall be a legally established company.
Documented by: For Norwegian companies: A company registration certificate from the Brønnøysund Register Centre. Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.

Tax/VAT certificate
Qualification requirement: Tenderers must have fulfilled their tax, VAT and payroll tax obligations in accordance with the relevant legislation.
Documented by: The new joint form (certificate) from the Norwegian Tax Administration. — The tax certificate(s) shall not be older than six months, calculated from the tender deadline. Any arrears or other irregularities must be justified.

Requirement: The tenderer shall have sufficient economic and financial capacity to carry out the assignment/contract.
Documented by: A credit evaluation/rating, not older than 12 months, based on the last known fiscal figures. The rating shall be carried out by an officially certified credit rating institution. Minimum requirement — the tenderer shall be creditworthy.

Teknisk og faglig kapasitet:
Sufficient competence and capacity.
Requirement:
— Tenderers shall have sufficient evaluation competence, execution capability and capacity.
— Tenderers must have good knowledge of health and welfare services in municipalities, including the services' professional content, development and function as well as development tendencies in the last decade, both in Norway and in countries that Norwegian conditions can reasonably be compared to.

Documentation requirement:
— A short description of the tenderer's service areas, competence and capacity.
— A short account that substantiates the tenderer's knowledge of health and welfare services in municipalities and on the development in this area in Norway and other relevant countries.
Requirement: Tenderers must refer to experience from similar assignments, including evaluations of action plans, government grant schemes and training initiatives.
Documentation requirement: Reference list of comparable assignments in the last 3 years. The identity of the contracting authority, what was delivered and the extent of the assignment as regards volume and length must be clear.
