The assignment includes an evaluation that identifies the improvements a long-term plan for a total infrastructure development (technically and socially) can provide municipalities, the state, businesses and the city's inhabitants, as well as how such a plan should be developed. As a part of this work, a review shall be presented, of possibilities and models for private part-financing of larger infrastructure measures.

Beskrivelse av opsjoner:
Stage 2 is an option, with the intention to go more thoroughly in on legal, financial and organisational questions. Stage 2 has an estimated cost frame of up to 4 500 000 NOK, including VAT The use of option, as well as a final determination of the cost frame is dependent on future financial allocations, and that the Contracting Authority finds it highly satisfactory, subsequent to sub-phases 1-3.

The tenderer shall have sufficient financial capacity to implement the assignment and have a high credit score.
Teknisk og faglig kapasitet:
List of the most important, relevant deliveries or services performed during the past three years, including information about the value, time, and the name of the public or private recipients. If the services were for public contracting authorities, this should be documented by certificates issued or confirmed by the authority concerned. If the services were for private contracting authorities, certificates should be issued or confirmed by these. In the absence of this, a declaration from the tenderer will be accepted. The Contracting Authority emphasises that reference assignments executed by the tenderer as a company, are requested. The offered consultants' competence, experience and possibly reference assignments (CV) are to be evaluated under the contract award criteria.

A statement of the proportion of the contract the tenderer intends to use sub providers.
If the tenderer relies on other companies' capacity, the tenderer shall present documentation to the Contracting Authority verifying that necessary resources are at disposal, e.g. by presenting a commitment statement thereof, from the relevant companies.

A description /overview of quality assurance methods. If the tenderer has a valid certification in accordance with ISO 9001-2015, or equivalent from an independent third-party, a certificate thereof is considered as sufficient documentation.
