The Contracting Authority invites tenderers to a competition with negotiations in connection with the project ‘Hagasvingen 15-17’. This is a pre-qualification.
The procurement is a turnkey contract with an option on an interaction phase prior to the start of the construction phase and the selected tenderer will work further on the basis of the present requirement specification.
New sheltered accommodations shall be established in Hagasvingen in Lørenskog kommune. The property is current developed with older sheltered accommodations that shall be demolished. The erection of temporary residences on the neighbouring property for residents will be part of this procurement. As such, selected tenderers will also be responsible for the erection and dismantling of these temporary residences.
The procurement will take place (through a pre-qualification and competition with negotiations), as an awarded turnkey contract with option on an integration phase.
Construction is set to start in 2016.
The objection of the integration phase is to be able to manage and interact further with the selected tenderer about solutions and cutting proposals. If the option on the interaction phase is released by the Contracting Authority or not, will depend on whether there is a need for such interaction after negotiations during the competition.
The result of the competition and any interaction phase shall be presented for political approval. The Contracting Authority is subject to political approval of the result of this process.

Requirement 1:
Tenderers are required to submit confirmation of paid tax, employer contribution and VAT. The confirmation must not be older than 6 months, calculated from the tender deadline. If there are arrears, these must be justified.
— Certificate on paid tax, employer contribution and VAT (RF-1316). Foreign tenderers must provide certificates from authorities equivalent to the Norwegian authorities.
Requirement 2:
The tenderer is required to have a legally established company.
— Company registration certificate or registration certificates in professional registers as determined by legislation in the countries in which the Tenderer and/or sub-supplier(s) are established.
Requirement 3:
Norwegian service providers are required to be affiliated with a publicly certified apprenticeship scheme.
— Statement from the company regarding connection to any publicly certified apprenticeship schemes that are valid during the execution of the contract.
Økonomisk og finansiell stilling:
Requirement 1:
Good solidity is required.
— Credit evaluation/rating, not older than 6 months, based on the last known accounting figures. The rating shall be carried out by an officially certified credit rating institution.
Teknisk og faglig kapasitet:
The tenderer shall have sufficient right to be responsible for the initiative.
— Valid documentation of central approval for the right to be responsible in enterprise classification 2 for UTF;
or
— Documentation that the company meets the requirement of the right to be responsible in enterprise classification 2 for UTF. The initiative is placed in enterprise classification 2 (pipe dimensions from 150 mm and up).
Good implementation ability is required.
— Overview of the company's total manpower.
— Overview of works that the company has carried out during the last 3 to 5 years, with statement of the value, time and place the work was executed, and whether the works are professionally carried out and properly completed. By equivalent projects we mean housing projects with special adaptations for this type of user and or sheltered accommodations with project costs of 60 000 000 NOK or higher.

The tenderer shall state who the engineering design consultants will be for the assignment, including their experience with similar assignments.
The agreement has an anti-corruption clause (PPR § 3-11 4).
— Declaration of how much of the contract the tenderer intends to leave to sub-contractors;
— Confirmation that there will not be more than 1 level of sub-contractors under the turnkey contractor. A good and well functioning quality assurance system is required (ISO 9000 or equivalent);
— Documentation on the company's quality assurance system.
