Establishing of bank loan facility of up to 400 000 000 NOK for Road finance Rv4 Oppland AS

The company wants tender offers on a bank loan facility for 400 000 000 NOK for the development of the Rv4 project on the stretch Lunner-Jaren and Lygna in Oppland county. The project is described in more detail in the tender documentation: 50 S (2012-2013). The funding request is an additional financing of the company based on higher costs than that the original financial plan. The company executed main financing of the project in 2013, with 1 700 000 000 NOK.
Central points regarding the development and financing of the stretch are as follows:
— Road Finance, Rv4 Oppland AS undertands i.a. Rv4 Oppland AS is in charge of toll money collection for the project.
— 12.11.2015, the county council in Oppland undertook 12.11.2015 to expand the guarantee value from 1 000 000 000 NOK to 2 200 000 000 NOK. The additional financing will therefore come under the expanded guarantee value.
— The project is under construction and is expected to open for traffic during 2017. This will be followed by 15 years of collection period for the project.
The tender documentation will be distributed to qualified tenderers that register their interest to participate in the competition. The following process has been scheduled for the procurement of the financing:
— Notice: 9.5.2016;
— Deadline for registering your interest via Doffin: 20.5.2016.
— Tender documentation will be issued shortly after the deadline to establish participation expires.
The company needs to draw on financing by the end of June 2016. Beyond this, urgent processing will be used in regard to this competition. Apart from this management procedure and waiting period of 10 days. The tender deadline will finally be set in the tender documentation, but based on this is expected to be set around 10.6.2016.
