The Contracting Authority wants tender offers on equipment for measuring of heart and lung function for a laboratory at the Energisenteret for barn and unge [The Energy Centre for Children and Youth] and the respiration laboratory at the lung outpatients clinic. And an option for the occupational medicine department at Haukeland University Hospital and the lung outpatients clinic at Voss Nursing Home.
The Contracting Authority wants a comprehensive equipment package that is PC based and has a similar software platform for increased efficiency both in patient treatment, in the processing and finishing process of patient data and servicing purposes.
The Contracting Authority intends to purchase a comprehensive solution for three (3) Ergospirometers with associated software and with additional devices for measuring ECG, NIBP and SPO2 with an option on an integrated treadmill. The Contracting Authority will also purchase a comprehensive solution for two (2) spirometers with an option for connection to body boxes for measuring of lung volume. an option for measuring of gas diffusion and an option for methacholine provocation tests, and a comprehensive solution for spirometers with an option for methacholine provocation tests and an option for oscillometry.
The equipment offered shall be delivered as requested, with all the necessary accessories, delivered complete, assembled and ready for use.
Intended Use.
The Energy Centre for children and youth will move into the new Barne and ungdomssykehuset [Child and Youth Hospital] (BUS 1) from January 2017. The Energy Centre will contain a mixture of activities such as studies, treatment and research/innovation. The Centre's task is to stimulate and facilitate physical activity with suitable training for children and youth despite illness or disability. At the Lung outpatients clinic it is important that quality and service of collaborating partners both in the department and from the hospital's other departments is safeguarded.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
A. The tenderer is required to have fulfilled the obligations in terms of the payment of tax and VAT. Certificate for tax and for VAT. Issued by the Norwegian Tax Administration.
The certificates shall be issued on the Tax Directorate's form RF-1316 or another form that provides the same information.
The certificates shall not show significant arrears. The certificate must be no older than 6 months from the submission date of the offer.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian ones.
B. It is a requirement that the tenderer is a legally established company. The tenderer can document this by submitting a copy of their Company Registration Certificate. Foreign companies shall submit proof that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.

Økonomisk og finansiell stilling:
A. The supplier must have the financial capacity to fulfil the assignment/contract.
Credit evaluation/rating, not older than six months, and which is based on the last known fiscal figures. The rating shall be carried out by an officially approved credit rating institution.
We retain the right to collect a credit rating on our own initiative from a reputable rating company.
The rating must be at least A or better, measured against the AAA Soliditet's scale — or equivalent score from another reputable rating company.
Companies without a satisfactory credit rating, newly started companies with a credit rating of AN, individual foreign companies or companies without reporting obligation to the Brønnøysund Register Centre will not always be able to submit a credit rating as documentation that the qualification requirement is satisfied. In such circumstances, they will be able to compensate with a satisfactory guarantee from a bank and/or guarantee from a parent company with a satisfactory credit rating which provides an equivalent security for the implementation ability. These alternative documents must be included with the tender.

Teknisk og faglig kapasitet:
A. The tenderer is required to have adequate experience from similar assignments. Similar assignments are seen as the delivery of such performance as encompassed by the competition for major public departments/companies or to major private corporations.

Tenderers shall attach a list of the five (5) most important, relevant deliveries during the last three (3) years, including information on the value, date and recipient. Certificates issued or verified by the Contracting Authority can be attached.
B. Tenderers must have a well functioning quality assurance system for the services that shall be delivered.
If the routines that are described in the tenderer's quality assurance or control system are in accordance with the ISO standard or equivalent 3rd party verification system, it is sufficient to enclose a valid certificate with information on where this is described. Alternatively, an existing system and routines that substantiate that the requirement is fulfilled can be described.
