The objective of the procurement is the monitoring of the operation of the agency's transport systems for water and sewage in an effective manner. W&S requires the replacement of approx. 165 PLCs, and most with associated electric cabinet. There is also an option in the procurement to purchase PLCs for new out stations. This will be approx. 10 per annum.
The assignment also includes a maintenance agreement for the PLCs.

The assignment will be organised as a contract period of two years with option on 5 years on verbatim terms.

We envisage a service and maintenance agreement that will come into play after the assembly and implementation of each individual PLCS. This agreement will have a duration of approx. 10 years. Details regarding the service and maintenance agreement will be in the tender invitation (that will be sent to pre-qualified tenderers).

Tenderers shall be a legally established company

Documentation requirement:

— Norwegian companies: Company Registration Certificate

— Foreign companies: Proof that the company is registered in a trade index or business register as prescribed by the law of the country where the tenderer is established.

Requirement:

The tenderer's tax affairs shall be in order in relation to payment of tax and VAT.

— Tax and VAT certificate, not older than six months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration

Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

Økonomisk og finansiell stilling:

The tenderer must have the financial capacity to implement the assignment/contract.

Documentation requirement:

— The company's last two Annual Financial Statements including notes, management's annual reports and audit reports, as well as new information of relevance to the company's fiscal figures.

and

— Credit evaluation/rating, not older than 3 months, and which is based on the last known accounting figures. The entire credit rating report must be submitted, and it must contain key figures for the last three financial years. A credit assessment/rating should be carried out by an officially approved credit rating institution.

Teknisk og faglig kapasitet:

— The tenderer is required to have a quality assurance system that will ensure that the tenderer is suitable to fulfil the obligations for ethical requirements (see the above point 1.11). This means that the tenderer has quality assurance methods that enable monitoring of compliance with ILO core conventions (ILO Convention Nos.138 and 182 (prohibition of child labour), nos. 29 and 105 (prohibition of forced labour / slavery), nos. 100 and 111 (ban on discrimination) and nos. 87 and 98 (freedom of association and right to collective bargaining)).

Documentation requirement:

— A description of the established quality assurance system that enables systematic monitoring of efforts to comply with ILO core conventions in the supply chain or production process.

— Traceability in the supplier chain:

A description of the supplier chain(s)

for this procurement (the description shall, at a minimum, include the participants in the supplier's supply chain for this procurement all the way down to where the production of the main components take place. For example, this may be a supply chain chart that describes the participants in the supply chain and the country in which they are established).

Requirement:

— Relevant experience from equivalent assignments is required.

By equivalent assignments, we mean delivery of complete PLC installations including electrical installations, primarily for the municipal W&S transport market. There can be:

— Planning of execution

— PLC programming for W&S transport

— Designing (electrical, board)

— Electrical installation (demounting old PLC and setting in the new, possibly new el-cabinet)

— FAT/SAT.

A list of the most important deliveries or services performed during the past 3 years, hereunder information about the value, time frame, and the name of the public or private recipients.

If the services were for public contracting authorities, this should be documented by certificates issued or confirmed by the authority concerned.

If the services were for private contracting authorities, certificates should be issued or confirmed by these. In the absence of this, a declaration from the tenderer will be accepted.

— The Tenderer shall have sufficient capacity and execution capabilities.

— An account of education and professional qualifications at the tenderer and the company's administrative management, particularly for the person(s) responsible for providing the service. Organisation plan for the assignment, showing offered personnel in the different key positions can be submitted as part of the response.

— The tenderer shall have a well-functioning quality assurance system for the services that will be provided.

— The tenderer shall give an account of the quality assurance system which will be used for the contract work in question. The account shall describe the system's main elements that are relevant for this contract and it shall give an overview (table of contents) that shows the system in it's entirety.

— If the tenderer's quality assurance system is certified in accordance with ISO 9001 or another standard, it is sufficient to enclose a certificate thereof.

Kontraktutførelse
Andre særlige vilkår:

The assignment includes the delivery of components. If a Norwegian tenderer (manufacturer or importer) uses packaging, documentation must be submitted at the latest by the signing of the contract that confirms that the tenderer is a member of a recycling scheme or that they fulfil the obligations through their own recycling scheme with their own scheme for final treatment where the packaging is taken care of in an environmentally sound manner (Green Point Norway AS or an equivalent recycling scheme).

In regard to security:

Some of W&S' water and sewage transport systems have underlying security restrictions. Therefore the tenderer must hold the necessary authorisation. The tenderer and their representatives are obliged to maintain the security law with regulations, hereunder maintain confidentiality and ensure that unauthorised persons cannot gain access to the security graded information cf. the Security Act § 12. The tenderer's personnel that are utilised in the execution of the assignment must be able to become authorised for the level of restricted.

Transgression of the security provisions and/or loss of necessary clearance/authorisation will be considered a significant breach of the tenderer's contractual obligations. Equivalent is valid if the offered personnel do not achieve the necessary authorisation.

Transgression of the security provision in the Law on preventative security services (LOV-2008-04-11-9) with associated regulations and/or loss of necessary authorisation is considered a significant breach of the contractual obligations. Equivalent applies if the offered resources do not achieve the necessary authorisation for the execution of the assignment.
