The objective of the procurement is the monitoring of the operation of the agency's transport systems for water and sewage in an effective manner. VAV needs approx. 160 PLCs, and most with associated electric cabinet. There is also an option in the procurement to purchase PLCs for new out stations. This will be approx. ten per annum.
The assignment also includes a maintenance agreement for the PLCs.

Beskrivelse av opsjoner:
The assignment will be organised as a contract period of 2 years with option on five years on verbatim terms.
DIFI's maintenance contract (SSA-V) will regulate the maintenance of the equipment after it has been taken over by VAV. The maintenance contract will be valid for 10 years calculated from the date the contract was signed. The hand-over will be staggered for each facility, where the maintenance contract immediately comes into force.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers shall be a legally established company.
Documentation requirement:
— Norwegian companies: Company Registration Certificate;
— Foreign companies: Proof that the company is registered in a trade index or business register as prescribed by the law of the country where the tenderer is established.
Requirement:
The tenderer's tax affairs shall be in order in relation to payment of tax and VAT.
— Tax and VAT certificate, not older than six months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
Økonomisk og finansiell stilling:
The tenderer must have the financial capacity to carry out the assignment/contract.
Documentation requirement:
— The company's last two Annual Financial Statements including notes, management's annual reports and audit reports, as well as new information of relevance to the company's fiscal figures.
and
— Credit evaluation/rating, not older than 3 months, and which is based on the last known accounting figures. The entire credit rating report must be submitted, and it must contain key figures for the last three financial years.
Teknisk og faglig kapasitet:
— The tenderer is required to have a quality assurance system that will ensure that the tenderer is suitable to fulfil the obligations for ethical requirements (see the above point 1.11). This means that the tenderer has quality assurance methods that enable monitoring of compliance with ILO core conventions (ILO Convention Nos.138 and 182 (prohibition of child labour), nos. 29 and 105 (prohibition of forced labour / slavery), nos. 100 and 111 (ban on discrimination) and numbers 87 and 98 (freedom of association and right to collective negotiations)).

Requirement:
— Relevant experience from equivalent assignments is required.
By equivalent assignments, we mean delivery of complete PLC installations including electrical installations, primarily for the municipal W&S transport market. Typical assignments are:
— Planning for the execution
— PLC programming for water and sewage transport
— Engineering design (electrical, board)
— Electrical installation (disassembling old PLCs and setting in the new, possibly new el-cabinet)
— FAT/SAT.
A list of the most important deliveries or services performed during the past three years, hereunder information about the value, time frame, and the name of the public or private recipients.
If the services were for public contracting authorities, this should be documented by certificates issued or confirmed by the authority concerned.
If the services were for private contracting authorities, certificates should be issued or confirmed by these. In the absence of this, a declaration from the tenderer will be accepted.
Maximum number of pages for the reference projects: 5.
— The Tenderer shall have sufficient capacity and execution capabilities.
— An account of education and professional qualifications at the tenderer and the company's administrative management, particularly for the person(s) responsible for providing the service. Organisation plan for the assignment, showing offered personnel in the different key positions can be submitted as part of the response.

— The tenderer shall have a well-functioning quality assurance system for the services that will be provided.
— The tenderer shall give an account of the quality assurance system which will be used for the contract work in question. The account shall describe the system's main elements that are relevant for this contract and it shall give an overview (table of contents) that shows the system in it's entirety.

— If the tenderer's quality assurance system is certified in accordance with ISO 9001 or another standard, it is sufficient to enclose a certificate thereof.
— Tenderers must have a licence to carry out electrical work in Norway.

Kontraktutførelse
Andre særlige vilkår:
The procurement has 1 side against objects worthy of protection. Tenderers will not, however, get access to, nor influence, screened information in the competition phase. The procurement will therefore not be held as a security graded procurement.
The prequalified tenderers will get, amongst other things, access to a number of station descriptions. The information is not graded, but VAV do not, however, want tenderers sharing the mentioned documents. The persons at the tenderer who shall work with the tenderer are therefore required to sign a confidentiality statement. Presentation of a confidentiality statement is a prerequisite for receiving the complete tender invitation.

The contract work can, during the contract period, come under security restrictions (at level Restricted). The work on and with objects worthy of protection can have significant consequences for the tenderer, typically economically, for personnel and administratively. VAV has prepared guidelines for security graded procurements. These are attached to the qualification documentation as an orientation.
