EØS 063-2016 Framework agreement, Indoor and outdoor toys for Bergen municipality and co-operating parties

Bergen Kommune [Bergen municipality]

Bergen municipality, with joint venture partners, shall enter into a new framework agreement for the purchase of indoor and outdoor toys. The framework agreement includes deliveries to schools, nurseries, before- and after-school care and other institutions involving children.
The municipalities have basically procured the following:
Indoor toys: Lego, games, metal toy cars, plastic toy cars, play kitchen made of wood and accessories for play houses and toy stores, various toy bricks and building blocks, dolls with accessories, play kitchens made of plastic and accessories, various play products, toy figures, toy animals, doll houses, etc.
Outdoor toys: Tricycles, kick scooters, sandpit toys, children prams, various toy cars and toy construction machines, wheelbarrows, buckets and shovels, outdoor boards, etc.
The agreement will be a mandatory E-trade and all orders shall go through the E-trade (eHandel) system for Bergen municipality and the co-operating municipalities using eHandel or equivalent systems.
All of the offered products shall be of a quality that endures rough and extensive use and long lifetime.

Requirement: The tenderers shall have their tax and VAT payments in order. Documentation: Tax Certificate, issued by Altinn, the Tax office or the Tax Collection Office. The certificate shall not be issued more than 6 months prior to the tender deadline. Foreign tenderers are to provide certificates from corresponding authorities in the countries where they are registered for tax. If the authorities in the respective countries do not issue such authorisation, the tenderer must present a self-declaration regarding whether there are arrears on taxes and if so, the amount of these. The self declaration must be signed.

Requirements: The tenderer shall be a legally established company. Documentation: Company Registration Certificate, which has been issued no more than six months before the tender deadline. Confirmation of registration in a trade or business register as prescribed by the law of the country in which the supplier is established (applies to foreign companies).

Teknisk og faglig kapasitet:

Requirements for quality management. The assignment requires tenderers to have quality management systems. Documentation (to be provided in the following ways): Description of the company's procedures regarding quality management, with emphasis on quality assurance, resource management, managements' responsibility, the manufacturing process and continual analysis and improvement. If the tenderer holds an ISO 9001:2008 certificate (or newer version), such a certificate will be accepted as documentation of compliance with the qualification requirement.

Quality System requirements: The tenderer shall have an established quality system which safeguards the annulment of deliveries unable to comply with the regulations. Documentation: Self-declaration.
