EØS 031-2016 [EEA 031-2016] — ‘Keyless e-Locking system for users of municipal health and care services living at home’

Bergen Kommune [Bergen municipality]

Bergen kommune shall procure a keyless e-Locking system for users of municipal health and care services living at home, where the municipality administers keys to the private residences.. The keyless e-Locking solution is considered important to obtain a more effective, user-friendly and safe operation in the home-based services.
Bergen kommune uses the EPJ system Profil from Visma Unique AS. A work list is generated in Profil from all planned assignments. Bergen kommune has entered into an agreement with Visma to establish a standardised interface (further specified in the tender documentation) for transferring of data from Profil to the Locking System. The data to be transferred is connected to planned assignments that are on the work list. The plan is that the integration shall be implemented, tested and approved before the end of the first quarter in 2017. In the new e-Locking system we must be able to manage ad hoc (emergency alarms) and individual assignments (occupational therapy, physiotherapy, service assignments etc.).
Combined for the whole of Bergen kommune, we administer approximately 3 000 keys in connection to users living at home and users with safety alarms. It is estimated that between 5 % — 10 % of the users living at home need to mount the system on common main doors. The keyless e-Locking system will be trialled in Åsane Vest (a zone in home nursing care). Åsane Vest currently has 72 users where the municipality administers keys to the private residences. In this zone there is currently mapped a need to mount the system on nine common main doors in addition to the users' doors. In the trial period, the e-Locking system with associated integration between the Locking system and Profil from Visma will be tested and approved.
After executed and authorised approval test in Åsane Vest (after summer 2017), we will start the implementation in zone by zone for the remainder of Bergen kommune. The ambition is to mount approx. 300 locks per month on users entrance doors in addition to mounting on common main doors, and other doors. I.E. Installation of approx. 1 200 locks in 2017 plus common main doors/other doors. The remainder of the current key handling is replaced with a new e-Locking system in 2018 — approx. 1 800 locks plus common main doors and other doors (approx. 6 months). The roll-our period will finish when all current keys are replaced with the new keyless e-locking system. Growth of between 400 — 600 locks per year is anticipated for new users, from and including 2017 and for 6 years from here on out.

Requirement: The tenderers shall have their tax and VAT payments in order. Documentation: Tax Certificate, issued by Altinn, the Tax office or the Tax Collection Office. The certificate shall not be issued more than 6 months prior to the tender deadline. Foreign tenderers are to provide certificates from corresponding authorities in the countries where they are registered for tax. If the authorities in the respective countries do not issue such authorisation, the tenderer must present a self-declaration regarding whether there are arrears on taxes and if so, the amount of these. The self declaration must be signed.

Requirements: The tenderer shall be a legally established company. Documentation: Company Registration Certificate, which has been issued no more than 6 months before the tender deadline. Confirmation of registration in a trade or business register as prescribed by the law of the country in which the supplier is established (applies to foreign companies).

Økonomisk og finansiell stilling:

Requirements: the company's solidity. The tenderer must have sufficient economic and financial capacity to complete the contract. Documentation: Tenderers can document their economic/financial capacity in the following ways:

— Credit rating report from a company that has a licence from the Norwegian Data Protection Authority to operate a credit information company in Norway, possibly from a company with an equivalent licence in a member country in the EU/EEA. The credit rating report must be based on updated accounting information.

— The last year's Annual Financial Statement including the board's annual report and the auditor's statement.

— Appropriate bank/parent company guarantees and/or relevant liability insurance.

The Contracting Authority will regard bank/parent company guarantees or relevant liability insurance as suitable if these documents cover the Contracting Authority's financial risk where the tenderer does not have the financial or economic capacity to fulfil the contract. The Contracting Authority's financial risk means economic loss caused by non fulfilment of the contract. Parent Companies providing guarantees must document that they themselves comply with the requirement for ‘the company's solidity’. The tenderer is free to provide other information that can be seen as relevant for the assessment of whether the company's solidity requirement is fulfilled. The Contracting Authority reserves the right to obtain credit rating reports. All the received and any obtained information will form the basis for an overall assessment of whether the qualification requirement is fulfilled.

Teknisk og faglig kapasitet:

Requirements: Implementation ability — personnel. The tenderer is required to show good ability to carry out the assignment in accordance with the needs of the Contracting Authority. The tenderer is therefore required to have sufficient capacity to be able to implement the assignment. Documentation: Overview of the number of man labour years with competence in important professional fields for the execution of this delivery.

Requirement: Experience from similar assignments, including assignments where the electronic Locking system has been implemented and is in use. The tenderer is required to have good experience from similar assignments. Documentation: Tenderers must complete Annex 1 to the qualification documentation, regarding the five primary, relevant deliveries/assignments during the last three years, including their scope (number of installed units), value, dates and customer.

Requirements for quality management. The assignment requires tenderers who have systems for quality management and effective flows of goods. Documentation (to be provided in the following ways): Description of the company's procedures regarding quality management, with emphasis on quality assurance, resource management, managements' responsibility, the manufacturing process and continual analysis and improvement. If the tenderer holds an ISO 9001:2008 certificate (or newer version), such a certificate will be accepted as documentation of compliance with the qualification requirement.

The contract is valid from the signing of contract and until the partners have complied with their contractual obligations. The contractual relationship comprises a procurement agreement (SSA-K) and a maintenance agreement (SSA-V).

In accordance with the contract terms in the procurement agreement (SSA-K), the duration of the procurement contract for the specified delivery is valid until the delivery is in operation and approved by the client.

The maintenance contract (SSA-V) shall have a duration of 6 years, with an option for the contracting authority to extend the contract for a further 2 + 2 years, to a total maximum of 10 years.
