Bergen kommune shall procure a keyless e-Locking system for users of municipal health and care services living at home, where the municipality administers keys to the private residences.. The keyless e-Locking solution is considered important to obtain a more effective, user-friendly and safe operation in the home-based services.
Bergen kommune uses the EPJ system Profil from Visma Unique AS. A work list is generated in Profil from all planned assignments. Bergen kommune has entered into an agreement with Visma to establish a standardised interface (further specified in the tender documentation) for transferring of data from Profil to the Locking System. The data to be transferred is connected to planned assignments that are on the work list. The plan is that the integration shall be implemented, tested and approved before the end of the first quarter in 2017. In the new e-Locking system we must be able to manage ad hoc (emergency alarms) and individual assignments (occupational therapy, physiotherapy, service assignments etc.).
Combined for the whole of Bergen kommune, we administer approximately 3 000 keys in connection to users living at home and users with safety alarms. It is estimated that between 5 % — 10 % of the users living at home need to mount the system on common main doors. The keyless e-Locking system will be trialled in Åsane Vest (a zone in home nursing care). Åsane Vest currently has 72 users where the municipality administers keys to the private residences. In this zone there is currently mapped a need to mount the system on nine common main doors in addition to the users' doors. In the trial period, the e-Locking system with associated integration between the Locking system and Profil from Visma will be tested and approved.
After executed and authorised approval test in Åsane Vest (after summer 2017), we will start the implementation in zone by zone for the remainder of Bergen kommune. The ambition is to mount approx. 300 locks per month on users entrance doors in addition to mounting on common main doors, and other doors. I.E. Installation of approx. 1 200 locks in 2017 plus common main doors/other doors. The remainder of the current key handling is replaced with a new e-Locking system in 2018 — approx. 1 800 locks plus common main doors and other doors (approx. 6 months). The roll-our period will finish when all current keys are replaced with the new keyless e-locking system. Growth of between 400 — 600 locks per year is anticipated for new users, from and including 2017 and for 6 years from here on out.
