Engineering Design Group for reconstruction of parts of Abildsø Nursing Home

Omsorgsbygg Oslo KF (Oslo municipality, the Municipal Undertaking for Social Service Buildings)

An engineering design group (PGL, ARK, RIV, RIE, RIB and other advisers) shall be contracted to design a reconstruction of parts of Abildsø Nursing Home. The procurement includes the entire process from the preliminary project to the completed building/hand-over. The engineering design is divided into phases that are the preliminary project phase, the detailed engineering design phase, the contracting phase, the execution phase and the take over phase.
Abildsø Nursing Home is a nursing home in daily operation. The first floor consists of office space in the recessed facade. The facade shall be move out to the existing wall life, and 11 new nursing home rooms shall be established with associated facilities. In addition new stairs shall be established over three floors. The combined area is approx. 800 m2. Please refer to the performance description in Annex 1 for a more detailed description of the scope of the work and the planned progress.

The background for the project is a feasibility study that was carried out by OBY 15.9.2015. The assignment for the feasibility study was to develop the existing areas in the first floor of the nursing home. The nursing home was built in 2001 over 3 floors. These areas (approx. 800 m2) have previously been meeting rooms/offices for the nursing home. The feasibility study presented sketches that it was possible to establish 11 new nursing home rooms with associated facilities. In the declared area of the first floors, the outer walls shall be demolished. The same applies to the internal walls minus the shaft and walls to the lift, reception and HC wc. There are smaller areas on the 2nd and 3rd floors that shall be demolished.The residence rooms shall primarily be the same as the existing rooms on the floor above. Due to intensified requirements, the new bathrooms must be made larger and placed differently to the existing bathrooms. New outer walls/facades must be built in connection with the nursing home rooms, and they should be flush with the outer wall facades on the floor above. There will be a number of construction works such as new cover, recesses for new studs etc.The assignment comprises engineering design for all disciplines, from and including the start of the preliminary project to and including take over. The engineering design group shall also their execution deliver according to The Builders Regulations chapter 3.The planned contract form is general contract.The assignment comprises the engineering design services with execution of the management document (general description all disciplines NS3420), detailed engineering design (all disciplines) and assist in the execution with necessary engineering design works for the project ‘Abildsø Nursing Home’. Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
— Tenderers shall be a legally established company.
Documentation requirement:
— Norwegian companies: Company Registration Certificate;
— Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.
— The tenderer's tax affairs shall be in order in relation to payment of tax and VAT.
Tax and VAT certificate, not older than 6 months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
Økonomisk og finansiell stilling:
— Credit evaluation/rating from all participants in the engineering design group. The credit evaluation/rating shall not be more than six months old, and should be based on the last known fiscal figures.
The contracting authority reserves the right to obtain a credit assessment/rating of the tenderer.
Minste nivå(er) av standarder:
— The tenderer must have the economic capacity to carry out the assignment/contract.
Teknisk og faglig kapasitet:
— List of the most important deliveries or services performed during the past 5 years, including information about the type of assignment, value, point in time, and the name of the public or private contracting authorities.
Individual CVs are not requested under this criteria.
— Certificate for the company's quality assurance system issued by independent bodies that certify that the tenderer fulfils certain quality assurance standards, for example ISO 9001:2002.
Instead of certificates, other equivalent documentation on quality assurance measures may be accepted. We request information regarding the name of the system and to have a detailed table of contents or an explanation of how the system is used in practice.

We emphasise that fulfilment of the requirement must be documented by all participants in the engineering design group.
Minste nivå(er) av standarder:
— The tenderer is required to have good experience with equivalent projects with main emphasis on the preparation of documents for equivalent assignments.
— The tenderers are required to have a good and well functioning quality assurance system.
