The building shall be constructed at a separate site located in Edvard Grieg's road 7-9 in the centre of Kolbotn. The area is subject to a development plan that shall provide guidelines in relation to right-of-way limits, sun conditions, heights and so forth.

The objective is to construct the building within the municipality's action programme for investments.
The building and the outdoor area are described in a draft project and includes 72 sheltered accommodation units with an area of 50-55 m
The municipality aim is a building with a minimum of a passive house level.

Requirement:
The tenderer must have their affairs in order with respect to the payment of tax, employer contribution and value added tax (VAT).
Documentation Requirement:
Tax and VAT certificate, not older 6 months from the deadline for receipt of tenders.
For foreign tenderers:
Foreign tenderers must submit equivalent certificates from their own country that show that their payment of tax and fees is in order. If the authorities in the relevant country do not issue these certificates, the tenderer should submit a statement which states that all taxes and duties have been paid. The statement shall be approved and signed by the tenderer's Financial Director/ person responsible for finance.

The tenderer shall document that the enterprise is legally established.
Norwegian tenderers:
— Company Registration Certificate.
Foreign tenderers:
— Foreign suppliers — confirmation that the service provider is registered in a trade register or company register in accordance with the law in the country where the supplier is established.
Økonomisk og finansiell stilling:
Requirement:
The tenderer is required to have a credit rating equivalent to C1 (moderate to high risk or better) from Proff Forvalt (Eniro Norge).
Documentation Requirement:
The Contracting Authority will use Proff Forvalt (Eniro Norway) to assess fulfilment of the requirement. Therefore, service providers do not need to send in documentation on this.
If a tenderer chooses to use a parent company to fulfil the requirement, a parent company guarantee must be enclosed. The Contracting Authority will then use Proff Forvalt to assess the parent company's credit rating.
Documentation Requirement for Foreign Tenderers:
Credit assessment/ rating based on the most recent financial figures. A credit assessment/rating should be carried out by an officially approved credit rating institution.
Minste nivå(er) av standarder:
The tenderer is required to have a credit rating equivalent to C1 (moderate to high risk or better) from Proff Forvalt (Eniro Norge).
Teknisk og faglig kapasitet:
Requirement:
The tenderer shall have good experience from equivalent assignments.
Documentation Requirement:
Overview of the most important and relevant assignments during the last 3 years, including values, dates and recipients (not CVs).
The Contracting Authority must have the possibility to contact the contact persons who are listed.
The tenderer shall have an adequate quality assurance system, equivalent to ISO 9001.
If the tenderer is certified, an ISO 9001 certificate shall be attached to the tender.
If the tenderer has an equivalent quality assurance system, the following shall be stated:
— A statement of the quality system;
— The system's table of content (the entire table of content shall not be enclosed);
— The date of the most recent audit on the quality assurance system.
The tenderer shall have sufficient right to be responsible for the initiative.
Valid documentation of central approval for the right to be responsible in enterprise classification 3 for SØK/PRO, or
Documentation that the company meets the requirement of the right to be responsible in enterprise classification 3 for SØK/PRO.
The tenderer must have good conduct.
The tenderer will by way of a self-declaration confirm that the requirements in appendix B are fulfilled.
