Engineering design group for altering parts of Kantarellen residential and treatment center

The aim of the procurement is to contract an engineering design group that shall see to the engineering design services in the different phases in the project for the alteration of parts of Kantarellen residential and treatment centre.
Due to the project's limited extent, the project will be carried out with a simplified preliminary project, with a short decision period and further detailed engineering design services.
The construction project is planned to be executed as a general contract.
The procurement includes the entire process from the preliminary project to the completed building/hand-over. Please refer to the performance description in Annex 1 for a further description of the scope of the work and the planned progress.
Kantarellen residential and treatment center is a nursing home in daily operation. On the 1st and 2nd floors there has been a health centre, which shall be altered to 20 resident rooms with the accompanying facilities. In addition new escape routes shall be established. This procurement is for the engineering design team (PGL, ARK, RIV, RIE, RIB and other consultants) to engineer this alteration. The engineering design services are divided into phases that are the preliminary phase, the detailed engineering design phase, contracting phase, execution phase and the take over phase. The work is planned to be completed at the turn of the year 2017/18.

Requirement:
— The tenderer's tax affairs shall be in order in relation to payment of tax and VAT.
Documentation requirement:
Tax and VAT certificate, not older than 6 months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

Økonomisk og finansiell stilling:
Requirement:
— Tenderers must have sufficient financial capacity to fulfil the assignment/contract.
Documentation requirement:
— Credit evaluation/rating from all participants in the engineering design group. The credit evaluation/rating shall not be older than 6 months, and it shall be based on the last known fiscal figures.
Teknisk og faglig kapasitet:
Requirement:
— Tenderers are required to have good experience from equivalent projects with an emphasis on the preparation of documents for equivalent assignments.
Documentation requirement:
— List of the most important deliveries or services performed in the past five years, including information on the type of assignment, value, date, and the name of the public or private recipients.
— Individual CVs are not requested under this criterium.
— Tenderers are required to have a good and well functioning quality assurance system.
— Certificate for the company's quality system/management system issued by independent bodies which certify that the tenderer fulfils certain quality assurance standards, for example ISO 9001:2002.
Instead of certificates, other equivalent documentation on quality assurance measures may be accepted. We request information regarding the name of the system and to have a detailed table of contents or an explanation of how the system is used in practice.
