Tromsø kommune [Tromsø municipality]

Tromsø municipality shall enter into a new framework agreement for the delivery of energy to the municipality's buildings.
The municipality is to be considered as a customer, but with several delivery and invoice addresses. A complete list of all the meters with addresses is in annex 4. This list shall form the starting point for the tenderer's invoicing, delivery and preparation of turnover statistics for the municipality.
Tromsø municipality would like a total supplier that provides all the necessary guarantees (and costs of them) and who is Tromsø municipality's actor with NordPool.
Tenderers shall continue to manage positions that have already been entered into.
We would like an option for the following:
Tromsø municipality has Esave as an EOS System.
If tenderers offer another EOS system, it shall be given as an option.

Egnethet til å utøve yrkesvirksomheten:

Tenderers shall have their tax and VAT payments in order. Documentation: Tax Certificate for tax and VAT, respectively, not older than 6 months.

The tenderer shall document that the enterprise is legally established. Documentation: Company registration certificate

Tenderers must have wage and working conditions in accordance with the general tariff agreements or nationwide tariff agreements for the relevant area included in the contract. Documentation requirement: The tenderer shall fill in and sign a self-declaration confirming that wages and working conditions are in accordance with the general tariff agreements or national tariff agreements, see annex 6.

Økonomisk og finansiell stilling:

The tenderer must have the financial capacity to implement the assignment. Documentation: The tenderer's accounts for the last 2 years, as well as the turnover for the services included in the contract.

Teknisk og faglig kapasitet:

Tenderers shall have experience from comparable contracts. Documentation requirement: Reference list of comparable contracts in the last 3 years. The Contracting Authorities shall be specified with contact information so that references can be obtained. Tenderers that are newly established and cannot therefore present references, must substantiate that they have the prerequisites required to fulfil the contract.

Competence: Tenderers shall provide information on what qualifications, competence and capacity the available personnel has for Tromsø municipality for portfolio management.
