Høgskolen i Oslo og Akershus (Oslo and Akershus University College)

HiOA needs electrician services within low and heavy current, with the accompanying el-material. The framework agreement will apply for work, including el-material, for external and internal maintenance and minor renewal and alteration projects at all the university college's buildings and sites. Tenderers shall also offer a duty scheme for any urgent assignments.
The objective of the framework agreement is to ensure that the buildings are properly managed and maintained. The contract shall cover HiOA's need for electrician services and the accompanying el-material.
For major alterations that are defined as separate projects, HiOA reserves the right to include electro contractor work in the construction contract.
The municipality reserves the right to try other products/news from other suppliers if it is lacking in the agreement supplier's assortment.
The contracting authority can have current framework agreements for areas that partially supervene this agreement, for example, access control and other different trade services. In cases with overlapping contracts, the Contracting Authority reserves the right to decide which contract shall be used.
In recent years the Contracting Authority has spent between 6 NOK-8 000 000 excluding VAT per annum on electrician services, including materials, but the contract's extent will depend on the Contracting Authority's future needs.
A framework agreement for the assignment will be signed with 3 tenderers, provided that a sufficient number of suitable tenders are received. The call-off mechanism described in more detail in the tender documentation.

2.1. The tenderer must be a legally established company.
Documentation requirement:
Norwegian tenderers:
— Company Registration Certificate.
Foreign tenderers:
— Confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.
2.2. The tenderer must have their tax, payroll tax and VAT payments in order.
Tax certificates not older than 6 months calculated from the tender deadline.
A Tax Certificate is defined as:
For Norwegian tenderers:
— Tax and VAT certificate.
For foreign tenderers:
— Foreign tenderers must submit equivalent certificates from their own country that show that they have an arrangement for the payment of taxes and duties. If the authorities in the relevant country do not issue these certificates, the tenderer should submit a statement which states that all taxes and duties have been paid. The statement shall be approved and signed by the tenderer's Financial Director/ person responsible for finance.

Attached with the tender, should be a printout of a credit rating which shows the financial ranking. A printout from Dun & Bradstreet, Creditinform or an equivalent credit rating agency. The credit rating ought not be older than 3 months. A definition of the symbols that the credit rating institution uses must be enclosed so that the contracting authority can assess different ratings up against each other.

Alternatively, the tenderer's annual accounts including notes with the Board's and auditor's reports from the last 2 years can be submitted. If the Annual Financial Statements for the last year are not finished before the tender deadline for this contest expires, the last year's preliminary annual accounts should also be attached.

The tenderer may choose to rely on other companies' capacity to fulfil the requirement for the tenderer's economic and financial position. The tenderer must, in such an event, document the resources of the companies on which he will rely and prove that he will have the requisite resources from these companies at his disposal during the contract period, by, for example presenting a declaration of commitment (Annex C), guarantee, cooperation agreement or similar. This applies regardless of the legal nature of the connection between the companies, i.e. that the supporting companies can either be the tenderer's parent company, another company in the same group, a cooperation partner, etc.

3.1. Tenderers shall have sufficient economic and financial strength to be able to fulfil the contract.

4.1. A short, overall description of the organisation shall be given, including:
— An account of the company's business concept and core competencies related to the scope of the delivery;
— An account of the company's size, number of employees and the employees' role in the organisation, including an overview of the number of skilled electricians. The account can be supplemented with an organisation chart;
— Either a short description of the general quality assurance system that the tenderer will use for the implementation of the contract can be enclosed, or a copy of a system certificate issued by an accredited certification body, or equivalent documentation.

4.2. Overview of relevant deliveries in the last 3 years. The overview shall, at a minimum, contain:
— A brief description of the delivery;
— Time of execution;
— Scope of delivery in monetary amount;
— Name and telephone number of the reference person at the Contracting Authority.
References will be contacted if needed to clarify relevance of the assignment. However, it is the tenderer's responsibility to provide a description substantiating relevance.
4.3. Proof of certification.
4.4. A short description of the duty scheme (or equivalent), including contact information and availability.

Minste nivå(er) av standarder:
4.1. The tenderer must have adequate execution capabilities.
4.2. The tenderer shall have good experience from similar deliveries.
4.3. Tenderers must be registered in the Electrical Enterprise Register.
4.4. The contracting authority has requirements for a 2 hour response time in acute situations. Tenderers must prove that they have a system for handling such situations.
4.5. Tenderers shall be affiliated to an apprenticeship scheme.
