Politiets fellestjenester (Norwegian Police Shared Services)

The contracting authority shall enter into framework agreement with a tenderer for the execution of planned and emergency electrical works that arise in connection with the operation and maintenance of the agglomeration of buildings in and around Oslo. The delivery will also include internal data cabling to the extent this is not covered in other contracts that the contracting authority has.
The contracting authority will continuously, depending on the need, undertake call-offs on the framework agreement. The tenderer undertakes to deliver in accordance with what is included in the framework agreement. The contracting authority requires that the tenderer has the capacity to initiate and perform assignments within the agreed deadline. See the requirement specification for response time.
If the tenderer does not have the capacity to execute assignments, the contracting authority will be able to go outside of this framework agreement and execute a separate competition in the market.
With assignment estimated to be over 300 000 NOK, excluding VAT or with special needs, for example such as security procurements, the contracting authority can select to go outside of the agreement and announce a separate competition.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

Tenderer shall substantiate that the enterprise is legally established.

— Norwegian companies: Company Registration Certificate;

— Foreign companies: proof that the company is registered in a professional registry as determined by the law of the country where the tenderer is established.

The certificate should not be more than 12 months old.

Økonomisk og finansiell stilling:

Tenderers are required to have satisfactory economic implementation ability.

— Tenderer shall provide a credit rating from an approved credit rating agency including the entire report with 3 years' financial statements and auditor reports. The credit rating should not be more than 6 months old.

The contracting authority reserves the right to obtain your credit evaluation.

Teknisk og faglig kapasitet:

The tenderer shall have experience from similar contracts.

The tenderer shall document experience from relevant and comparable assignments during the last 3 years.

Annex 2 Reference list shall be used.

The tenderer shall have sufficient competence and capacity to fulfil the assignment. An overview shall be given of the company's employees, showing disciplines and competence levels (master tradesman/trade certificate/sand competence levels (master certificates/certificates of apprenticeship/apprentices/unskilled workers or the like), as well as an overview of the number performing electrical works that have a trade certificate.

If the tenderer shall be supported by sub-contractors to meet the requirement, the documentation above shall also apply for sub-contractors. Use annex 4.

NB: CVs should not be enclosed.

Tenderers should have a good and well functioning system for quality assurance/quality management for the execution of this type of assignment.

Tenderers shall describe their systems for quality assurance/quality management and how this is adhered to in practice.

If the tender is certified in accordance with standards for quality assurance/quality management, it is sufficient to attach a copy of the issued certificate.

If the tenderer is not certified, the quality system must be documented. The documentation shall — at a minimum — include procedures/routines:

— handling deviations and claims;

— approval of sub-suppliers;

— the process from receipt and registration of the ordering until delivery has occurred;

— approval of timesheets per assignment/month;

— pre-approval of overtime;

— specified material overview per assignment/invoice.

The tenderer should have an environmental policy describing how the tenderer works to reduce the impact on the environmental in connection with this type of assignment. The tenderer shall account for the policy. If the tenderer is certified, it is sufficient to submit a copy of the certificate.
