EEA 056-2016 Service and repairs of dehumidification systems

Bergen Kommune [Bergen municipality]

Bergen municipality c/o the Department for Buildings and Property (EBE) manages a total of 16 swimming pools and 2 air-raid shelters, which have installed ventilation with dehumidification installations. EBE's task is to ensure that the installations function optimally as regards climate requirements for humidity, pressure and temperature, as well as economic energy operation. In order to maintain these installations as efficiently as possible, we would like to enter into service contracts for this special area. The relevant agreements shall ensure predictable terms for both the supplier and the contracting authority. See the requirement specification for more detailed information.
The procurement includes annual inspections, function testing, preventive maintenance and repairs of the mentioned installations.
Tenders can be submitted for parts of the procurement, tenders shall then be submitted for one or both of the following packages:
1. Installations from Dantherm, installations from Novema and installations installed in air-raid shelters.
2. Installations from Menerga.
Contracts will not be signed with tenderers who do not give a price for all of the installations in 1 of the above mentioned packages. A contract will be signed with one tenderer for the installations in package 1 and one contract with one tenderer for the installations in package 2. One tenderer can be awarded both packages if they score best in the evaluation of both packages.
A tender conference will be held 14.12.2016 at 9:00.

Requirement: The tenderers shall have their tax and VAT payments in order. Documentation: Tax Certificate, issued by Altinn, the Tax office or the Tax Collection Office. The certificate shall not be issued more than 6 months prior to the tender deadline. Foreign tenderers are to provide certificates from corresponding authorities in the countries where they are registered for tax. If the authorities in the respective countries do not issue such authorisation, the tenderer must present a self-declaration regarding whether there are arrears on taxes and if so, the amount of these. The self declaration must be signed.

Requirements: The tenderer shall be a legally established company. Documentation: Company Registration Certificate, which has been issued no more than 6 months before the tender deadline. Confirmation of registration in a trade or business register as prescribed by the law of the country in which the supplier is established (applies to foreign companies).

Økonomisk og finansiell stilling:

Requirements: the company's solidity. The tenderer must have sufficient economic and financial capacity to complete the contract. Documentation: Bergen municipality will obtain information regarding the tenderer's economic and financial capacity from Proff Forvalt credit information company. It is therefore unnecessary to submit these details. (All companies who have provided financial statements to the Brønnøysund Register Centre will be registered through Proff Forvalt). Tenderers must see if there is such information available from Proff Forvalt (www.forvalt.no). The minimum rating acceptable is ‘satisfactory’ within two of the following criteria: liquidity, profitability and solvency, as described in Proff Forvalt's rating. Tenderers who have not submitted their accounts to the Brønnøysund Register Centre and are therefore not registered in Proff Forvalt, or who do not fulfil the above character requirements, can prove their financial and economic capacity with suitable bank/parent company guarantees, relevant liability insurance and/or extracts from the annual accounts. The Contracting Authority will regard bank/parent company guarantees or relevant liability insurance as suitable if these documents cover the Contracting Authority's financial risk where the tenderer does not have the financial or economic capacity to fulfil the contract. The Contracting Authority's financial risk means economic loss caused by non fulfilment of the contract.

Teknisk og faglig kapasitet:

Requirements: Implementation ability — personnel. The tenderer is required to show good ability to carry out the assignment in accordance with the needs of the Contracting Authority. The tenderer is therefore required to have sufficient capacity to be able to implement the assignment. Documentation: Overview of the company's total manpower and an overview of the company's total number of employees with competence in special/important disciplines. and/or Overview of the number of man labour years with competence in special/important disciplines for the implementation of this contract.

Requirement: Experience from similar assignments. The tenderer is required to have good experience from similar assignments. Documentation: The tenderer must complete Annex 3 — Reference Form, with the (number) most important relevant deliveries in the last three years, including their scope (number of months' work), value, time frame and the contracting authority or recipient.

Requirement: Procedures for environmental management. The assignment requires tenderers who have procedures and systems that ensure that the execution of the delivery has a low environmental impact. Documentation: Description of the company's procedures and systems for ensuring low environmental impact when carrying out the delivery. If the company has environmental certification or ISO 14001:2004 (or a more recent version) or equivalent third party verified systems, such a certificate will be accepted as documentation for fulfilment of the qualification requirement.

Requirements for quality management. The assignment requires tenderers who have systems for quality management and effective flows of goods. Documentation (to be provided in the following ways): Description of the company's procedures regarding quality management, with emphasis on quality assurance, resource management, managements' responsibility, the manufacturing process and continual analysis and improvement. If the tenderer holds an ISO 9001:2008 certificate (or newer version), such a certificate will be accepted as documentation of compliance with the qualification requirement.

Requirement: Certification for the right to be responsible. Tenderers shall have sufficient right to be responsible for the framework agreement. Documentation: Valid proof of central certification for the right to be responsible in development class 2, executing ventilation and climate installations or documentation that the company fulfils the requirements to send a declaration on the right to be responsible in development class 2, executing ventilation and climate installations.

Requirement: Tenderers must be F-gas certified. Documentation: Tenderers must present documentation of certification in accordance with the F-gas regulation.
